A “REQUEST FOR INFORMATION “ Future Radiographic System (FRS) Notice Type: Sources Sought Solicitation Number: N4279413SS004 Posted Date: December 7, 2012 Response Date: January 7, 2012 Contracting Office Address N42794 2008 Stump Neck Rd., Indian Head MD 20640 Description: The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV), Indian Head, Maryland is requesting information on portable x-ray systems used to take an internal image of an object of interest. The systems shall perform their intended functions for Explosive Ordnance (EO), Unexploded Ordnance (UXO), and Improvised Explosive Devices (IEDs). A portable X-ray system must enable the Explosive Ordnance Disposal (EOD) technicians to detect, classify, and identify components internal to EO, UXO, and IEDs. This market survey solicits vendors' information that fully explains their existing technology features, capabilities, and performance. Commercial, non-developmental, and developmental systems may be included in the information provided. However, developmental systems shall be available within approximately two years from this sources sought publication date. SUBMISSIONS: Information may be provided in the form of white papers, test reports, power point presentations, brochures, and specifications sheets. Please limit your response to fifteen (15) pages. Interested firms/research entities are encouraged to provide submissions electronically to tammy.winters@navy.mil and cc: james.f.murphy@navy.mil. Replies must be received no later than 3:00 PM EDT, January 07, 2013. Please include the solicitation number in the email subject line. Each submission must include a cover page. The cover page should include the business name, solicitation number, unique title, technology area(s), names, addresses, telephone numbers, and email addresses of technical/business points of contact. This announcement is not a formal solicitation and is not a Request for Proposal. The intent of this synopsis is to solicit information for market research and for planning purposes only and is not to be construed as a commitment by the Government. All data received in response to this source sought announcement that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Technical Description Format 1.System: Name and Model 2.Function: Objects of interest 3.System Picture 4.Technology: A brief description of the technology used by this product 5.System Parameters: Provide specifics on how the system meets the parameters identified (see below) 6.Limitations/Hazards/Special Requirements: State any special limitations, hazards and/or special requirements such as radiation sources or toxic chemicals 7.Special Features/Capabilities: Summarize any special features or capabilities not contained herein that improve the overall ability of the equipment to interrogate an object of interest and / or discern objects of interest from an internal image of EO, UXO and IEDs. 8.Validated Test Results: Summary of vendor and/or third party certifications and/or documented results of testing System Parameters These system parameters do not necessarily represent the minimum acceptable capabilities and are supplied as guidance only. The following are a definition of each parameter and the types of information requested for each parameter. Portability The ability of each shipping and storage container or system in its operational configuration to be moved. What is the size of the system both in and out of the shipping container? What is the weight of the system (both components and total weight)? Penetration The ability of the system to generate an image through obstacles of various material types and thicknesses. What is the power of the generator or imaging device? What is the type of generator, if applicable? oExample: x-ray pulse, x-ray continuous wave, microwave What thickness of a specified material can be penetrated, and what can be seen behind the material at this thickness? Can the system penetrate metals? If so, what metal at what thickness using what strength? Set-Up Time The time from when the transport case latches are opened to when the system is ready to be deployed. Includes warm up time (if applicable). How many pieces is the system? Is the system a two hand carry to the site of interest? Can a time delay be set on the system? How is the system connected together to take an image? Is the system controlled by software on a laptop? If so, what operating system is that software compatible with? Are there any safety related steps that need to be taken? Time-on-Target The time it takes to place the generator and a single imaging medium and make any final connections/adjustments. Are there any special steps to emplacement? Is a safety zone of more than 20 feet needed for use with the system? If so, what is the safety zone distance needed? Material Discrimination (if applicable) Ability of the OCU software to distinguish between organic and inorganic material, and then confidently represent the differences on the display. What types of materials can the software discriminate between? How does the software distinguish between items? Does the software work with different types of images? oFor Example x-ray images or photographic images Image Manipulation The capabilities of the image-editing software to manipulate digital images through a user-friendly interface. What are the image manipulation options available in the software? Is it possible to build a macro of enhancement options that are used on a regular basis? Software Compatibility - Operating System The ability of the software to function in conjunction with the operating system without failure or interference. What operating systems does the software work on? Is there any other software needed on the computer to run the software? How much disk space and memory is used by the software? Image File Types The software must be able to save the captured images in a variety of standard file formats for ease of portability. The default file format to be saved in should be user definable. What file types are supported by the software? Can the software export an image to a different file type? Are any discrimination markings or image manipulations able to be saved in the image for viewing at a later time? Definitions Unexploded Ordnance (UXO) “ Military munitions that have been primed, fused, armed, or otherwise prepared for action, and have been fired, dropped, launched, projected, or placed in such a manner as to constitute a hazard to operations, installation, personnel, or material and remain unexploded either by malfunction, design, or any other cause. Improvised Explosive Device (IED) “ An expediently packaged explosive charge detonated by an initiator with a customized fuzing and firing circuit, also known as a bomb.
