Description
Dynetics Technical Services, Inc. (DTS) is announcing a Competitive Procurement Request for Quote (RFQ) soliciting sources that can provide an integrated video server solution for NASA located at Marshall Space Flight Center (MSFC), AL. Responses shall include the specific manufacturer capabilities for the required equipment. Procurement will be conducted under the Simplified Acquisition Procedures (SAP). Interested parties will have fifteen (15) business days from the date of this publication to respond. Offers received after close of business on the due date of December 28, 2012 or received without the required information and documentation will be considered non-responsive to the advertisement. Vendors written quotation shall include pricing, delivery and warranty information. All questions regarding this announcement must be submitted in writing to the email address listed no later than close of business December 19, 2012. All answers will be emailed respectively to all parties within 3 business days. No verbal communication concerning this announcement will be acceptable. It is the vendors responsibility to monitor this site for any amendments/revisions to this solicitation. All proposals shall be in accordance with the following requirements: INTEGRATED VIDEO SERVER SPECIFICATIONS FUNCTIONAL REQUIREMENTS: A solution is required for archiving, retrieving, searching, online viewing, and downloading of NASA historical videos. The archived videos must play on Apple and Microsoft desktops using standard media players. No desktop client software or user licenses must be required. The archive system must be compatible with the existing NASA / MSFC IT Infrastructure. User access to the video archives must web enabled. The video archive system must comply with all applicable NASA, MSFC, and Federal Government requirements as specified in the applicable documents attached to this solicitation The video archive system shall remain compatible with all updates/changes to standards and requirements identified within this document, including compatibility with any superseding documents, incorporating necessary changes within 4 months of official release of changes/updates/superseding document(s). INTERGRATED SYSTEM REQUIREMENTS The video archive system shall have the following characteristics: Integrated System 1.The system shall have integrated storage, system management, and a minimum of one gigabit of Ethernet connectivity. 2.The system shall be capable of adding up to 12 High Definition video 50 Mbps I/O modules on an as-needed basis for the purpose of ingesting and retrieving digitized videos. Real-time Media I/O 1.The server shall have the capability and components available for serial digital video input/output channels (SMPTE 259M, SMPTE 292M, SMPTE D10, ASI, and SDTI). 2.The server shall support Dolby E and AC-3 pre-compressed audio pass through. 3.The server shall have an API-based track manipulation facility designed to assist in creating and modifying multi-language clips compliant with 21st Century Communications and Video Accessibility Act. Specifically, the server must pass all metadata and other data in the VANC and HANC including line 21, 508, 608, and 708 data. The system shall ignore these fields or present them when appropriate during ingesting or playback. The system shall move the content to the appropriate field during ups and down converting for SD and HD playback. 4.The server shall have input/output channels hot swappable without the need for a system shutdown or re-boot. 5.The server shall have input/output channels that are bi-directional. 6.The servers output channels must support DV-25, DVCPRO 25, DVCPRO 50, DVCPRO HD, MPEG-2 I-frame only, MPEG-2 Long GOP, and IMX codecs, all of which can be played back-to-back without transcoding. 7.The server shall support simultaneous creation of H.264 proxy files. 8.The server output channels must support both high definition and standard definition video. 9.The servers output channels must be available with up, down, and cross conversion (HD to SD, SD to HD) with appropriate aspect ratio signaling to downstream equipment. 10.The automation/server interface shall support both serial (VDCP, BVW and AVC) over RS-422 and TCP/IP (through native API) protocols. This will enable advanced server media management and play-to-air control features. 11.The server system shall support Harris ADC automation using VDCP control protocol. 12.The timing of each output channel shall be individually set with respect to the reference signal. 13.The server shall have the ability to record, store, and play back multiple formats of media simultaneously including but not limited to: DV 25 DVCPRO 25 DVCPRO 50 MPEG-2 I-Frame Only IMX 30/40/50 MPEG-2 Long GOP HDCAM XDCAM-HD HDV720p XDCAM-EX AVC-I 50/100 14.The server shall support QuickTime self-contained and reference format files as well as MXF MXF Op1a eVTR/AS-02/RDD9/Low Latency and MXF Op1b wrappers natively. 15.The server shall provide VBI and VANC support including the storage and retransmission of relevant metadata. 16.The server shall support closed captioning track extraction from files for metadata availability in browsing, QC, and multi-format file export. Server Operating System and Networking 1.The OS shall be optimized for real-time operations specific to the servers unique functions. 2.The server shall be able to support up to 400 Mbps of video I/O bandwidth. 3.The server shall have a fault tolerant configuration with no single point of failure. 4.The server shall be monitored by system management software and alarm in the event of failure. 5.The server system shall include multiple Gigabit Ethernet connections for asynchronous file system access and file transfers. 6.The server system shall support standard network protocols including SFTP, FTP, SMB, and AFP natively without the use of a gateway. 7.The server system shall enable network-based control via Gigabit Ethernet. 8.The server system must be IPv6 compatible. 9.The server OS must be compatible with and supported by Trend Micro Deep Security Anti Malware. 10.The server OS must be compatible with and supported by Symantec NetBackup. 11.Operating System preferences are Redhat Enterprise Linux 64 bit version 6.X or Windows Server 2008 R2 SP1. 12.The integrated video solution shall be designed so that it can be support video I/O request latencies less than 3ms located at least 2000 meters separate from the video ingest appliances and other input / output equipment. 13.Network switch components included in the system shall be Cisco branded. Storage 1.The storage system shall provide dual-parity RAID-protected storage with provisions for highly efficient storage utilization. 2.The storage system shall be expandable from a minimum of 280 terabytes to at least 16 petabytes in the integrated system. 3.The storage system shall be able to proactively monitor health of disk drives and take preventative action to isolate and replace disk drives that show signs of failure. 4.The storage system shall have hot swappable disk drives and redundant power supplies. 5.The storage system shall be configurable as a SAN without the use of external gateway devices. 6.The storage system shall provide NAS functions to external applications and workstations through support for standard file system access protocols including SMB/CIFS and the Apple Filing Protocol. 7.The storage system shall utilize SBOD technology. 8.The storage system must be IPv6 compatible. 9.The storage system must support SNMP 3 for monitoring. 10.The storage system should have maintenance / warranty coverage of 24x7 with onsite response for system failures. 11.The storage system shall incur no downtime for maintenance activities such as software or firmware upgrades. User Interface Application 1.The user interface application must be web enabled, supporting desktop, laptop, tablet and mobile devices compliant with NASA-STD-2804 and NASA-STD-2805. 2.The user interface application shall not require any additional desktop software clients or licenses. 3.The user interface application must support user authorization and authentication via an approved mechanism as defined in NPR 2841.1 (Identity, Credential and Access Management). 4.The user interface application must support browse, simple, and advanced search options that allow users to focus on specific fields with filter options 5.The user interface application search capability must support Boolean operators. 6.The user interface application must support HTTPS SSL3 or higher or TLS 7.The user interface application must support being modified to display the NASA warning banner stating that it is a government system intended for AUTHORIZED users only and that UNAUTHORIZED use or access may be subject to disciplinary action and/or criminal prosecution. 8.The user interface application must support being modified to add a link to the NASA Privacy Policy. 9.The user interface application must support being modified to add site curator/contact information. 10.The user interface application must be compliant with Section 508 of the Rehabilitation Act of 1973. 11.The user interface application must be compliant with the Twenty-First Century Communications and Video Accessibility Act for online distribution of video media. 12.The user interface application must support Automatic Transcoding of video and closed captioning when presented to the user-selected format prior to delivery to the desktop application. 13.The user interface must be configurable to support restricted access to each video file based on individual user authorization/authentication. 14.The user interface search capability must support text-based indexing and retrieval including but not limited to structural and descriptive metadata, closed-caption content, and transcripts. IT Security Requirements 1.The system shall be compliant with IT Security requirements identified in NASA NPR-2810. 2.The system shall be compliant with applicable federal requirements for access control and handling of U.S. government export-controlled information. 3.The system shall provide sufficient access control to limit restricted-access content (ITAR, EAR, SBU, etc.) to only authorized personnel. 4.The system shall provide sufficient logging to support forensic evidence collection for criminal or NASA IG investigations and, in particular, address configuration and content changes as well as viewing / retrieval. 5.The system shall provide information integrity controls that ensure that the content remains unaltered unless superseded through an approved business process by authorized individuals.
