Special Notice 13-SS-0003 NOTICE OF INTENT TO AWARD A SOLE SOURCE 07 DEC 2012 The Office of Naval Research (ONR) intends to increase the ordering maximum amount for a Multiple Award IDIQ contract under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 21 DEC 2012 to Rolls Royce Naval Marine Inc. under Contract Number N00014-09-D-0680. The current ordering period expires 17 AUG 2014. The prospective contractor shall research and develop a non-pitch adapting composite propeller with similar objective to the pitch-adapting propeller research already performed under Delivery Order 0002 of this Multiple Award IDIQ. Further, the prospective contractor will use an iteration process to develop a prototype non-pitch adapting composite propeller. ONR intends to increase the ordering amount on a sole source basis to Rolls Royce because Rolls Royce has proven to be the only offeror capable of performing to the Government's current requirements. Two awards resulted under the original BAA Solicitation. Under Phase I of this program, the Program Officer determined that only Rolls Royce met the minimum government requirements for a Phase II award. Few large ship propeller manufacturers, RRNMI inclusive, exist that have the resources and ability to research and develop new propeller composite materials and manufacturing processes for the US Navy. As such, RRNMI is a uniquely capable offeror given their expertise both within the industry and their comprehension gained under performance of this IDIQ contract. The North American Industry Classification System (NAICS) code for this requirement is 541712 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
