Description
Name and Project Description : Engineering Technical Services IDIQ This project consists of Transportation planning and engineering technical services (plus related labor, supervision, equipment, transportation, operating supplies, and incidentals) required for transportation network planning to support fuel reduction and vegetation management on National Forest lands with complex environmental and operating equipment requirements. This includes integration of the existing transportation network from federal highway, state, county, city, and existing Forest Service roads with a transportation system that provides adequate access to areas scheduled for vegetation treatments of various types, with various equipment needs. This contract includes on-the-ground research to determine the conditions of existing roads and requirements for maintenance and/or reconstruction in order to meet project needs and compliance with the Project Specifications. It also includes on-the-ground reconnaissance to determine appropriate location for additional temporary roads needed to access project treatment areas. In addition, this contract includes construction oversight to insure that project environmental protection design features, best management practices (BMPs), Fire Plan requirements, and Limited Operating Plan requirements related to the transportation system are implemented. Additional tasks may include inventory and reporting on Forest Service system road conditions, and specialized transportation system storm damage inventory and reporting to meet ERFO requirements, and submittal of Damage Survey Reports (DSRs). In addition, this contract includes active participation with Forest Service interdisciplinary teams to integrate the transportation network proposed with project objectives and resource needs. The types of projects for which engineering technical service task orders may be issued under this contract include but are not limited to: fuel reduction and vegetation management, transportation condition surveys, storm damage surveys, and construction staking and inspection. Based on this being an indefinite quantity and indefinite delivery contract, priced delivery (task) orders will be placed against these contracts. Services are to be performed in accordance with the specifications and provisions of this contract and project-specific task orders issued there under. UNLESS SPECIFICALLY OMITTED IN A TASK ORDER, ANY OR ALL OF THE FOLLOWING SHALL ALSO BE PART OF THE WORK: (1) determination of contract pay items, estimation of costs and time, (2) unique special project specifications and (3) preliminary design.
