Description The National Cancer Institute (NCI), Experimental Immunology Branch, Flow Cytometry Facility plans to procure on a sole source basis the services of Becton Dickinson Biosciences, 2350 Qume Drive, San Jose, CA 95131-1807 to provide maintenance for the following Government-owned instrumentation: a) BD LSRFortessa Special Order Flow Cytometry System, SN H64779500002 b) Laser Component of SN H64779500002, Violet Laser 405-100 SN 6678 c) Laser Component of SN H64779500002, Yellow Laser 592nm-200mW, SN 6677 d) Laser Component of SN H64779500002, SAPPHIRE 488-100 Blue Laser, SN 6675 e) Laser Component of SN H64779500002, COHR Cube 640-100 Red Laser, SN 6676 f) Laser Component of SN H64779500002, Compass 561-100 Lt. Green Laser, SN 6679 This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be from December 30, 2012 to December 29, 2013. It has been determined that there is no opportunity to acquire green products or services under this contract. The Experimental Immunology Branch, Flow Cytometry Facility, is responsible for the maintenance of a BD LSRFortessa Special Order Flow Cytometry System and associated laser components for the NCI. The NCI requires a maintenance agreement to ensure that this instrument is in good working condition at all times. Contractor shall perform two (2) preventive maintenance inspections during the contract period. All service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided by the Contractor on an unlimited basis during the term of this contract. Contractor shall guarantee on-site response time of 48 hours or less. Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. Parts shall be new or remanufactured to original equipment specifications. Contractor shall provide telephone support to include expert technical engineering advice for all equipment covered under this contract. Contractor shall provide timely installation of all OEM software revisions and OEM component revisions. Becton Dickinson (BD) Biosciences designed and fabricated the instruments requiring maintenance. BD Biosciences is the only known organization with the spare parts and engineering expertise necessary to supply this service contract. BD Biosciences has many manufacturer-trained service representatives in the immediate area to meet required response times. BD Biosciences maintains a full inventory of parts in its warehouse that can arrive on-site by the following morning to replace items and return equipment to service immediately. The instruments are uniquely designed for the NCI/EIB, and the manufacturer, BD Biosciences, is the only vendor familiar with their service requirements. In addition, BD Bioscience is the only company qualified to provide software and hardware upgrades to these instruments. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on December 20, 2012. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
