Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to procure one year preventative maintenance agreement for the Leica SP5 II DICH IR Ready RS Scan confocal microscope system and the Leica SP5 II UV/405 561 DICHROIC system from Leica Microsystems, Inc. The Institute intends to purchase this service by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. The service to be performed in the proposed contract shall include: Emergency repair service as required Monday through Friday, 8 AM - 5 PM; unlimited labor, travel, and replacement service parts, components, or modules, as required (excluding consumable items); and one planned maintenance inspection. Coverage for all parts, to include; IR ready (includes couplings, fibers, NDD detectors, IR filter wheel, IR EOM and labor/travel expenses associated with repair and alignment of IR ready components) and UV ready (includes couplings, fibers, pinhole optics, UV lens wheel/filter wheel, UV AOTF, and labor/travel expenses associated with UV alignment and repair). All shipping costs to and from the customer location. Unlimited on-site service calls including all labor and travel expenses (Monday through Friday, 8 AM - 5 PM). Unlimited access to expert technology support center (M - F, 8 AM -5PM). Software updates/revisions. Leica Microsystems is the manufacturer of this equipment needing the preventative maintenance agreement. This equipment requires highly trained service engineers that are factory certified to repair and provide service on Leica equipment. Leica is the only authorized source of factory trained service engineers to service and repair Leica equipment. They have access to the latest service information and support and utilize only OEM parts during repair or preventative maintenance. To the best of the Governments knowledge, Leica is the only authorized source able to provide factory certified service engineers to repair and service the equipment mentioned above. Leica Microsystems also owns the proprietary software required to support these devices. This notice of intent is not a request for competitive quotations; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation, may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office Address listed or via email to: muckt@mail.nih.gov prior to the closing date of this notice or before December 19, 2012 at 10:00 am EST. It is anticipated that RFQ - NIH-NICHD-13-009 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature. PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR].
