- Forest Service Region 2 BAER Heli-mulching IDIQ This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement/market survey for information only, to be used for Forest Service planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Rocky Mountain Region of the US Forest Service anticipates awarding two or more indefinite delivery/indefinite quantity contracts for Burned Area Emergency Response (BAER) work. The IDIQ will have a base year and four option years. Forest Service management direction includes emergency response, rehabilitation, and restoration of resources. More specifically, management includes the implementation of emergency and non-emergency land treatments to meet the objectives of protecting watershed values and land uses within watersheds. These emergency response, rehabilitation and restoration contracts include the use of proven effective land treatments to meet agency objectives. The land treatments that are part of these contracts are aerial-based applications of mulch (agricultural or wood). These are very common treatments that are used for BAER, watershed improvement, road maintenance and habitat improvement programs. Mulch applications have been found to be effective at reducing erosion and runoff on burned areas, construction sites, and other areas where a protective surface cover can lessen recovery time. The success of emergency response, rehabilitation and restoration of watersheds relies on the ability to mobilize and implement expeditiously. The intent of these contracts is to meet objectives of protecting, rehabilitating, or restoring watersheds and other land resources. The awardee of this contract will provide Helicopter mulching services. The contract will include 2 types of mulching: agricultural straw and wood shred. For agricultural straw mulching, the contractor will be responsible for procuring the straw, providing ground transportation of the straw to the helicopter staging area, and loading and dropping the straw via helicopters at specified locations. For wood shred mulching, the contractor will not be responsible for procuring or manufacturing the wood shred. The contractor will be responsible for transporting government furnished wood shred from a location within 100 miles of the helicopter staging area. The contractor will then be responsible for loading and dropping the wood via helicopters at specified locations. The size of the treatment locations will vary significantly for each task order and may range from 10's to 1000's of acres in size. The work may occur within Region 2 of the USDA Forest Service, which includes forest lands within the states of North Dakota, South Dakota, Colorado, Wyoming, and Kansas. The NAICS code for this requirement is 115310 (support activities for forestry). The size standard is average annual receipts of less than $7 M. Only small businesses are invited to respond to this Sources Sought. Responses shall be limited to 3 pages and include the following information: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Offeror's interest in bidding on the solicitation when it is issued. 3. Offeror's capability to meet the requirements. 4. Offeror's capability to perform a contract of this magnitude and complexity. Please describe the largest heli-mulching contract you have completed, your role in the contract, the number of acres you treated, and the period of performance permitted by the contract to complete the entire treatment area. 5. Only small businesses are invited to respond to this synopsis. Please state business status (HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), Woman Owned, etc.) Only e-mail responses will be accepted.
