United States Department of the Interior NATIONAL PARK SERVICE Northern Rockies Major Acquisition Buying Office (MABO) Yellowstone National Park PO Box 168 Yellowstone National Park, WY 82190 Justification for Brand Name Products Date:12/03/2012 Project:2 Each Rebuilt 8V92 Detroit Engines. 1.Identifications a.Agency:National Park Service b.Contracting Office:Yellowstone National Park 2.Description of the action being approved: Engines must be rebuilt be an authorized Detroit Diesel approved rebuilder. 3.Description of supplies and services: ProductEstimated price Rebuilt 8V92 engines$30,000.00 4.Authority: a.41 U.S.C. 253(c) (1): Only one responsible source and no other supplies or services will satisfy agency requirements. b.FAR Part 11.105: The Brand Name products are essential to the Government's requirements, and market research indicates other companies' similar products do not meet and cannot be modified to meet the agency's needs. c.FAR 6.302-1: The use of the name brand products are essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. 5.The description of the product's unique qualifications or the unique nature of the acquisition: Yellowstone National Park Special Projects needs two Detroit 8V92 2 stroke diesel engines rebuilt. The Detroit 8V92 engines are used on the rotary snow plows for spring opening. Due to the extreme operating conditions and the Park Spring opening time restraints it is imperative that these engines are overhauled with genuine Detroit parts and all labor involved in the overhaul process is performed by Detroit Diesel authorized repair facility. Yellowstone Park Fleet Management requires overseeing the complete engine overhaul and dynometer engine break in period. To insure compliance with contract specifications and time restraints set by Yellowstone National Park Fleet Maintenance. 6.Efforts to obtain competition: a.Efforts to ensure offers are solicited from as many potential sources as is practicable: For acquisitions over $25,000 the solicitation will be issued on the Government's Point of Entry, FedBizOpps.gov. b.Presolicitation notice per FAR 5.2: For acquisitions over $25,000 a presolicitation notice shall be posted on the Government's Point of Entry, FedBizOpps.gov unless the exception noted at FAR Part 5.202(a) (13) applies. 7.Determination that costs will be fair & reasonable: The quoted price will be compared to the Independent Government Estimate and previous year's purchases. 8.Description of the market research conducted: 9.Other facts supporting other than full & open competition: a.Reason why documents suitable for full & open competition have not been developed: The 8V92 engines requiring overhaul are used in spring opening rotary snowplows. To meet Yellowstone National Park spring opening deadlines the engines must be rebuilt by the most reliable rebuilder with OEM parts, and have the quickest turn time available. Detroit Diesel is the original engine builder and the sole provider for original equipment manufacturer OEM replacement parts. Detroit Diesel will furnish the most reliable rebuilt engine at the most completive price within the time restraints set forth by Yellowstone National Park Fleet Maintenance. b.Data, estimated costs or other rationale as to the extent or harm to the Government: Improper rebuild and inferior replace parts could result in down time to one of the rotary snow plows resulting in delays to Yellowstone National Park Spring Opening. The additional cost accrued by Fleet Maintenance employees on the engine replacement could cost Yellowstone a minimum of 80 additional labor hours 10.Interested Sources: Interstate Power Systems 1140 Main street Billings Montana 59103 11.Actions to remove barriers to competition in the future for similar acquisitions: Yellowstone National Park Fleet Maintenance need to update the 8V92 two stroke Detroit engines to the best available technology thus providing the ability to purchase off the shelf power plants for our rotary snow plow fleet. 12.Certifications: a.Technical / Requirements Certification: "I do hereby recommend the use of the Brand Name products noted above for the procurement noted above. "I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.
