Description
Draft QASP Draft PWS Special Notice This is neither a request for formal request for proposal (RFP) or quote. The government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Objective The NRL is searching for potential sources that are capable of performing the requirements set forth in the attached draft performance work statement entitled "R&D Services for Chemical/Materials R&D and Sensors/Systems Development." The intent of this RFI is to gauge industry interest, capabilities, and relevant experience to support NRL personnel in performing research and development in the task areas listed in the attached draft statement of work. Note: A DD254, Contract Security Classification Specification, shall be applicable to any prospective work covered under this RFI. Should such a requirement materialize, a prospective contractor must have: (1) the required TOP SECRET facility clearance and (2) personnel available with favorably adjudicated investigations and final DoD granted personnel security clearances. NRL does not sponsor clearances for contractors. Resources To aid industry in evaluating their ability to perform the requirement, the following documents have been attached and are provided herein this RFI: ● Draft performance work statement (PWS) ● Draft quality assurance surveillance plan CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: Contact Information a. Name of company and point of contact (POC) b. Telephone number, fax number, address, and e-mail address of POC c. Business size and number of employees d. Capabilities statement and relevant experience in the task areas listed in the PWS e. Proposed NAICS code f. Proposed PSC code g. Please specific if subcontracting possibilities exist and/or if all tasks can be performed in house Pricing and Schedule Information NRL is requesting interested contractors to provide Rough Order of Magnitude (ROM) estimate of costs and delivery schedule. Past Performance Information Please provide in the response a list of Navy, DoD, or Federal contracts supported during the past 36 months with a brief description of the supply or service provided per each contract. Only list contracts similar to those of the draft Statement of Work attached. Evaluation Criteria Examples of what key technical evaluation criteria might be included are (1) technical approach, (2) management/corporate experience, (3) and contractor facilities. Of the proposed technical subfactors, technical approach is more important than management/corporate experience, which is more important than contractor facilities. All proposed non-cost/non-price factors (to include technical factors, past performance, and subcontracting plan), when combined, are more important that cost or price. An indefinite-delivery, indefinite quantity contract with cost-reimbursable and firm-fixed-price task orders is contemplated. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response. Submission of Information All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. All responses must be received on or before 7 January 2013, 12:00 noon, Eastern standard time (EST).
