- This is a notice, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Aging (NIA) intends to negotiate and award a sole source purchase order to Illumina, Inc., 9885 Towne Center Drive, San Diego, CA 92121-1975 for Renewal of Maintenance Contract on Illumina equipment including Tecan LiHa (S/N 609000001), iScan (S/N N0306), Autoloader (S/N 11139-894), and two (2) cBots (S/N 600454 and 600115). These instruments provide specialized epigenetic functions to analyze exome sequences and genotypes. NIA own six separate pieces of equipment (Tecan LiHa Robot, iScan, Autoloader, and two (2) cBots); which allow NIA to generate highly accurate results in under a week for discoveries in genomics, epigenomics, gene expression analysis, and protein-nucleic acid interactions. The period of performance is for 12 months. The contractor shall provide full coverage on all instruments service parts and labor. In addition, the agreement also include comprehensive email and telephone support, three (3) business days average on-site response time, critical and non-critical updates, applications support, access to on-line training modules and discounts on optional advanced trainings programs. The contractor will provide one preventative maintenance visit per year. Illumina Inc. is the manufacturer of the above stated instruments and is the sole source provider of service agreements for these machines. NIA cannot use another vendor to service our equipment as the complexity of these machines require a certified Illumina service tech for visits to perform many tasks including: troubleshoot problems, install new software upgrades, train our staff and perform preventative maintenance. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and falls under FAR 6.302-1. This notice of intent is not a request for competitive proposals. Interested parties may identify their and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
