PRICING, DATA ANALYSIS AND CODING (PDAC) SOURCES SOUGHT NOTICE Introduction This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform implementation and close-out requirements, general (cross-functional) requirements (e.g., systems security, etc.); functional and technical requirements, interface requirements; and, quality assurance requirements. The information from this market research will help the Centers for Medicare & Medicaid Services (CMS) plan their acquisition strategy. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. THIS IS STRICTLY MARKET RESEARCH. CMS WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. The Pricing, Data Analysis and Coding (PDAC) contract is designed to provide specified services in support of the sound administration of the DMEPOS benefit within the "traditional" Medicare FFS program under the direction of CMS. The Contractor shall facilitate, coordinate, and support activities among various Medicare contractors with DMEPOS-related responsibilities (e.g., DME MACs, ZPICs, NSC, etc.) as well as other agencies (at the federal and state levels of government) and other stakeholders. The successful offeror shall receive and control Medicare national DMEPOS claims data from CMS. The Contractor conducts a variety of different supplier services, such as answering written inquiries and providing Medicare guidance and advice on coding of DMEPOS claims. This Sources Sought notice is targeted for: Pricing, Data Analysis, and Coding Nationwide Response Information In order to respond to this notice, potential small businesses must be able to indicate experience and/or the ability to perform all of the following core PDAC functions: 1. facilitating, coordinating, and supporting activities among various Medicare contractors with DMEPOS-related responsibilities (e.g., DME MACs, ZPICs, NSC, etc.) as well as other agencies (at the federal and state levels of government) and other stakeholders. 2. conducting a variety of different supplier services, such as answering written inquiries and providing Medicare guidance and advice on coding of DMEPOS claims. 3. responding to a wide-range of questions from DMEPOS suppliers and other stakeholders nationwide. 4. operating and maintaining a web-based tool used by suppliers and other stakeholders to facilitate coding claims for DMEPOS. 5. performing complex statistical analyses of Medicare FFS DMEPOS claims data and reporting on trends, significant changes and other relevant factors. 6. storing and maintaining Medicare FFS DMEPOS claims data in a data warehouse. 7. maintaining statistical reports, data analyses and other statistical information in a web-based environment that is easily accessible to the DME PSCs, DME MACs, NSC, CMS and certain law enforcement staff. 8. controlling access to this environment through user passwords and other physical, administrative, and technical safeguards in accordance with the Federal Information Security Management Act of 2002 (FISMA). 9. developing and maintaining a crosswalk for certain drugs from the NDC code to an appropriate HCPCS code. 10. coding and pricing certain oral anti-cancer drugs. Responses that indicate interest, but do not specifically address the above will not be considered to have shown capability. Submissions should be sent to the Contracting Officer and Contract Specialist, contact information below. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. This Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of CMS' review of any submission.
