Sources Sought Air Handling Unit SOURCES SOUGHT The following proposed contract action is for a stand-alone single construction contract award with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Solicitation # SB1341-13-RP-0011 Solicitation Title: Air Handling Unit at NIST Gaithersburg, MD NAICS Code: 238220 Construction Magnitude: $250,000 to $500,000 NIST (National Institute of Standards and Technology) is seeking a capable construction firm to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. Interested, capable construction firms shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: 1. The ability for high quality installation of Government Furnished Equipment Air Handling Units (AHU) for a special application Laboratory type building. 2. The ability to install two Modular type AHUs in the range of 30,000 CFM air flow and 50 to 100 Ton capacity. 3. The ability to install Air Handling Units. General scope for ability is as listed below a. Haul components of Government furnished equipment AHU's from onsite storage to work location. b. Demolition and removal of existing AHU. c. Install HVAC related piping, insulation, valves and other fittings per construction documents. d. Survey existing location of service headers for Building Chilled water and Steam main services, and prepare a detail shop drawings based on construction documents. e. In house ability to install native based BACnet compliant DDC controls including but not limited to actuators, sensors, controllers and control panels tie-into existing building Alerton ®BAS system. Ability to add or modify program logics for controls integration. f. In house ability to install all related electrical power and control wirings. g. Ability to work in a restricted and specialized building where some training is mandatory to enter inside a controlled envelope of the building. h. Ability to accomplish the work for demolition of existing unit, installation of new unit, mechanical and DDC Commissioning to a full operation within 5 weeks of period of actual work for both AHUs. i. Consequential damages will be attributed to contractor for every day past period of performance. 4. Experience and successful past performance for a campus like facilities comprising more than 10 large research buildings. Buildings shall be federal, state or commercial type. High school buildings shall NOT be considered. 5. Experience for an occupied facility where such work is installed. Facility is used 24 hours a day. 6. In house skills, knowledge, and expertise in developing shop drawings for the installation, renovation and upgrade of above listed requirements. 7. Contractor shall provide their most recent and current EMR ratings furnished by their surety company. EMR shall be less than 1.0 Interested, capable construction firms shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Describe projects experience and past performance with similar types of requirements of similar scope and magnitude and whether they were design/bid/build or design/build (with contract number, Government agency or private company, name and address and contract funded amount, provide a list of design criteria for the project(s), number or RFIs and change orders issued on the construction contract based on construction documents.) (h) Identify existing or potential pricing structure in support of this type of work by subcontractors; list subcontractors and technical qualifications being supplied to the prime contractor. (i) Identify qualifications of technical and management personnel; and (j) Identify and clearly mark any proprietary processes or data. NOTE: The total number of pages to reply to this source sought shall not exceed 5 pages and shall be mailed to the Contract Specialist below. No emailed or faxed capabilities statements will be accepted.
