- The Naval Surface Warfare Center “ Carderock Division, Philadelphia, intends to enter into negotiations, on a sole source basis, with Lockheed Martin Simulation, Training and Support, 12506 Lake Underhill Road, Orlando, FL 32825 to procure engineering, technical, and subsequent logistic support services to develop and integrate technological improvements for the DDG-51 Hull, Mechanical and Electrical (HM&E) Machinery Control Systems (MCS), as well as, other support system life cycle requirements. These systems are part of the Machinery Control Systems (MCS), Engine Controllers (UECs, UEC Plus), and associated support equipment currently on DDG-51 Class ships. This work will also include, but will not be limited to, the implementation and execution of electronic component obsolescence mitigation, and system supportability. The required services include, but will not be limited to, system design and integration engineering, test & evaluation engineering, software development and life cycle maintenance, MCS production support and rework, integrated logistics support, maintenance engineering, system installation support (digital fuel control and embedded trainer), fleet support, operations and training support and electronic component obsolescence support. Lockheed Martin Simulation, Training and Support has made substantial investments to develop, acquire and maintain technical data necessary to perform these services. Deviations from these standards could jeopardize the mission readiness and capability aboard DDG-51 Class ships. The Government, therefore, intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. A Cost-Plus-Fixed-Fee, Indefinite-Delivery-Indefinite-Quantity contract is anticipated over a sixty (60) month period. The applicable NAICS Code for this requirement is 541330. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 30 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
