- THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST FOR INFORMATION IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. 1.0 GENERAL INFORMATION 1.1. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of firms who have the technical level of expertise and demonstrable experience to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation is seeking sources with expertise and history in designing, manufacturing and installing replacement controllers for existing medium voltage, high power silicon controlled rectifier (SCR)-based variable frequency drives. The Bureau of Reclamation is requesting the information to determine the quantity and level of experience of firms performing this type of work. The acquired information will be used to develop a RFP for replacement of the controller for the static frequency converter (SFC) used to start each of two motor-generators in pump mode. The existing controller is an ABB PSR1 and is no longer being supported by the manufacturer. 2.0 CONTROLLER REPLACEMENT 2.1. Description of Existing Installation: The two generator-motors are rated 135MVA (motor mode), 11.5kV,.95PF, one multi-turn and one Roebel Bar windings. For pump starts compressed air is used to depress the water level to beneath the bottom of the runner reducing the starting power requirement to approximately 10MVA. Existing power components consist of switchgear, DC reactor, one step down and one step up transformer of 8MVA each, one 3-phase input bridge, and one 3- phase output bridge. Both 3-phase bridges are fully controlled utilizing 18 SCR's each. 2.2. Requirements of New Controller: -Fully digital design constructed of off-the-shelf assemblies. -Modular assembly for ease of troubleshooting and return to service. -Synchronizing function that interfaces with existing exciter and governor to place the unit on-line. -New SCR firing and snubber circuitry. -Rated for operation at 9000 feet elevation. -Preassembled, programmed and tested to minimize unit downtime during changeover. -Interfaces with existing SCADA RTU to receive commands and provide status. -Interfaces with existing controls to operate and monitor SFC switchgear, unit breakers, cooling system and auxiliaries. -Completely automated process that on a start command interfaces with the plant controls and protection to start and place the unit on-line and also provide normal and fast shutdown. -Touch screen HMI for plant personnel to enter start - stop commands and view status. -Complete documentation, backup operating system and setting files for user maintenance and repair. -Software and any unique hardware required to maintain, modify, and update the controller program. 3.0 QUALIFICATIONS: Contractor shall have regularly designed, manufactured, installed and maintained SFC's of similar voltage and power ratings for at least fifteen years prior to the present. Documentation shall be provided upon request demonstrating history and furnishing customer references. 4.0 INFORMATION REQUESTED: Responses to this notice should include the firm's full name, point of contact, mailing address, e-mail address, and telephone number. Firms are invited to demonstrate their capabilities by providing the following: a) Statement of Capability (SOC) describing capability to provide the equipment and services described above and meet the experience requirements. As applicable describe salient characteristics and advantages of typical equipment that would be provided. b) Companies qualified to do business with the United States shall be registered in SAM.GOV Responses will be compiled and shared with the advisory committee and responses to the request will not be returned. The subject line of the email shall be "Potential Sources Request for Information (RFI) for Replacement of Static Frequency Converter Controller Used For Starting 135MVA Pumps". Interested parties having the capabilities necessary to perform the stated requirements may submit a capability statement via email to gvotobraun@usbr.gov no later than close of business, January 18, 2013. Contractors may submit technical questions via e-mail to Ms. Voto-Braun. All e-mail inquiries must be submitted no later than close of business on December 21, 2012. Telephone inquiries will not be accepted. Inquiries or capability statements will not be accepted after the specified dates.
