Description
sec_26_35_43 Sec_01_78_23 The United States Coast Guard is seeking contractors interested in submitting proposals for providing two 400 HZ solid state Frequency Converters - manufactured by Unitron or equal designed in accordance with the Navy's "Super Flight Line Electrical Distribution System" (SFLEDS) program for the United States Coast Guard Air Station Barber Point in Kapolei, HI. These units shall be installed outdoors and designed for specific use on the flight lines and ramps. Motorized cable reel and aircraft cable are required for each converter. Shipment of the converters and motorized cable reel and aircraft cables will be based on FOB destination in accordance with FAR47.303-6 and shall be delivered to United States Coast Guard Air Station Barbers Point in Kapolei, HI within 90 days or sooner after the contract award. The salient functional and physical characteristics essential to the Government are: Converter- 400 Hz Frequency Converter- (Quantity 2) - a) Converters shall be a complete package unit for immediate "plug in play". Package shall consist of a ground power unit, two red obstruction lights, line drop compensator, single output gfci duplex and circuit breaker panel. b) All components shall be factory prewired and ready to use. No field installations. c) Converter shall have stainless steel fork lift tubes for immediate transport. No wheels and no trailer units. d) Converter shall be a low profile unit not to exceed the height of 4'-0". e) Converters shall have the following output characteristics: 1. Output power rating of 120 kva and 60 kva for the second converter. 2. Output voltage shall be 115/200 volts, 3 phase, 4 wire, grounded neutral. 3. Output protection shall include overload, short circuit, over/under voltage and safety disconnect. f) Converters shall have the following input characteristics: 1. Input voltage shall be 380 to 480 VAC, +10%, -15%, 3 phase, 3 wire plus ground, 60 hz. 2. Input protection shall include over/under voltage, loss of phase, overcurrent, and short circuit. g) Converter enclosure shall be rated for NEMA 3R IP55. Electrical and electronic components shall be inside a NEMA 4X protected environment with ventilation openings covered with replaceable filter material. h) Converter shall have a front control panel summary fault indicators. Automatic input line monitoring, 8000 event log/diagnostics and advanced integrated display (AID) console. i) Converters shall have two red LED, steady burning obstruction lights IAW FAA AC 150/5345-43F. Type L-810, EB#67B. j) Converter shall have output universal aircraft safety interlock circuit disconnect(dual for 120 kva unit and single for 60 kva unit) k) Converter shall have single output 20A, 115V 60 Hz, duplex outlet with gfci. l) Converter shall have force convection cooling. m) Converter shall be MIL-STD 704F, MIL-STD 1472, SAE ARP 5015, DFS 400, ISO 1540, ISO 6858 Compliant and UL 1012 listed. n) Converter shall be manufactured in a plant whose quality management system is registered to ISO 9001.2008. o) Converter shall have a single 480V, 100A, 4 pole power outlet IAW MS90553C44150S for the 60 kva unit and (2) two 480V, 100A, 4 pole power outlets for the 120 kva unit. p) Converter shall have an emergency power "off" switch (EPO). q) Converter shall have an input high voltage transient protection (lightning strikes) with front panel preventative maintenance annunciation. r) Converter shall have no break power transfer (NBPT) Compatible. s) All custom made package units shall be subject to review and approval. t) The new 400 Hz Solid State Frequency Converter shall be in accordance with attached documentation Section 26 35 43. u) Operation and Maintenance Data shall be submitted in accordance with attached documentation Section 01 78 23. Motorized Cable Reel and Aircraft Cable- (Quantity 3) a) The motorized cable reel and aircraft cable are not part of the converter package. b) The aircraft cables shall not be factory wired to the converter. c) The motorized cable reel shall be fixed and no fork lift tubes.. d) The motorized cable reel shall not exceed 4'-6" height. No stand is required. e) The motorized cable reel shall operate at 208V, 1 phase, 60 hz. f) The motorized cable reel shall be rated for exterior use, corrosive salt environment and provide protective storage of cables. NEMA 4 slip-ring enclosure. g) The cable reel shall be a bulk wrap spool design. Reel shall have a disconnect clutch for manual cable payoff. i) The cable reel shall include new 400 hz aircraft cables (1 unit of 70 ft length and (2) two units of 110 ft length). j) Aircraft cable shall have a protective orange scuff jacket, remote control buttons on cable head and at reel, rubber molded aircraft plug and E &F 28 VDC safety interlock wires. k) Controls shall include cable in, cable out, power indicator light and brake at the reel and (4) four pushbuttons on the cable head including 400 hz on/off, cable in and cable out. l) Cable shall be rated at 260 amps, 600 volts, 400 hz, IAW, SAE AS5756 with multi- neutrals. The applicable North American Industrial Classification Code (NAICS) is 335312, Motor and Generator Manufacturing. A set-aside determination has not yet been made. The business size shall include any applicable preference program (i.e. 8a, HUBZone, Service Disabled Veteran Owned, small business).
