- Medium Voltage Power Cable at NIST Gaithersburg, MD SOURCES SOUGHT The following proposed contract action is for a stand-alone single construction contract award with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Solicitation # SB1341-13-RP-0012 Solicitation Title: Medium Voltage Power Cables NAICS Code: 238210 Construction Magnitude: $1,000,000 to $5,000,000 NIST (National Institute of Standards and Technology) is seeking a capable construction firm to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. Interested, capable construction firms shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: 1. The ability for high quality installation of electrical power and communication transmission cabling. 2. The ability to install underground and/or above ground electrical transmission lines for commercial campus like buildings. 3. General scope for ability is as listed below a. Survey existing site and prepare a detail shop drawings based on construction documents. b. Ability to install 15 KV, EPR 133% Medium Voltage underground cables. c. Ability to Install 15 KV Vacuum circuit breakers. d. Ability to install concrete duct banks- underground for approximately 0.5 miles long. e. Ability to install concrete apron approximately 2' deep x 40' wide x 40' long. f. Ability to install Medium Voltage transformer for at least 112.5 KVA, 13.8 KV to 480/277 V g. In house ability to Install underground cables at existing active road crossing in new or existing underground duct bank. 4. Experience and successful past performance with site preparation for a campus like facilities comprising more than 20 large research buildings. Buildings shall be federal, state or commercial type. High school buildings shall NOT be considered. 5. In house skills, knowledge, and expertise in developing shop drawings for the installation, renovation and upgrade of above listed requirements. 6. Contractor shall provide their most recent and current EMR ratings furnished by their surety company. EMR rating shall be 1.0 or lower Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Describe projects experience and past performance with similar types of requirements of similar scope and magnitude and whether they were design/bid/build or design/build (with contract number, Government agency or private company, name and address and contract funded amount, provide a list of design criteria for the project(s), number or RFIs and change orders issued on the construction contract based on construction documents.) (h) Identify existing or potential pricing structure in support of this type of work by subcontractors; list subcontractors and technical qualifications being supplied to the prime contractor. (i) Identify qualifications of technical and management personnel; and (j) Identify and clearly mark any proprietary processes or data. NOTE: The total number of pages to reply to this source sought shall not exceed 5 pages and shall be mailed to the Contract Specialist below. No emailed or faxed capabilities statements will be accepted. NOTE: All vendors need to be registered in CCR for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple award IDIQ contract.
