- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions branch on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), Office of Translational Research, intends to negotiate on a sole source basis with Pearson Pharma Partners, 31194 La Baya Drive; Westlake Village, CA 91362 for the modification to purchase order on existing services for additional hours. In 2010, the NIH Blueprint for Neuroscience Research established a new model for drug development - a network that integrates industry drug development expertise with the innovative disease biology of NIH-funded research. This created the Blueprint Neurotherapeutics Network (BPN) at NINDS. The BPN launched multiple projects in 2011 with senior-level, industry-experienced drug development consultants who help to develop promising new drug compounds at the NIH. The consulting individuals or companies that were awarded Purchase Orders are required to design and direct the drug development plan on BPN projects with NIH Principal Investigators. In addition, work requirements included the possibility of providing guidance on other NIH neuroscience-focused drug development programs. Pearson Pharma Partners is a drug development consulting company that was issued a Purchase Order to provide expert guidance on NIH Blueprint projects involved in the Absorption, Distribution, Metabolism, and Excretion (ADME) field. Pearson Pharma Partners was awarded a Purchase Order on June 20, 2011 for one (1) base year and four (4) one-year optional periods (PO#HHSN271201100386P). Due to the increase of the projects in the BPN and other NIH programs that require guidance from the consultant on ADME issues, there is a need for an increase in services. These additional hours include profiling ADME issues on all BPN-funded projects and continuing to serve as co-chairperson on a Lead Development Team (LDT). An additional 200 hours will be required in the current performance period for the additional amount of consulting services needed. An additional 100 hours will be added to the remaining three (3) one-year optional periods in the current Purchase Order, including the option to exercise four (4) additional 50-hour optional quantities per future period of performance. This acquisition is being conducted under FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This Notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
