- The Product Manager, Combat Support Systems, Marine Corps Systems Command (MCSC), is seeking information from commercial sources to satisfy its requirement for a Crew Protection Kit (CPK) for the Light Capability Rough Terrain Forklift (LCRTF). The CPK shall be configured as a removable "plug and play" cab which provides a minimum of STANAG Level I protection. The Marine Corps is currently procuring LCRTF's from Kalmar RT LLC. The approved acquisition objective for the LCRTF is 799. Approximately 100 CPK's are planned for procurement. After conducting market research, it is anticipated that the Marine Corps will release a Request for Proposals (RFP) leading to the award of a fixed price, indefinite delivery/indefinite quantity contract for the CPK. Balancing the various CPK characteristics will be essential to the development of a successful armor solution. The following are some of the characteristics that shall be considered and incorporated; level of protection, operator visibility and overall human systems integration, weight, and commonality of interior cab components to that of the commercial cab. The culminating challenge is development of a CPK that will meet each of the requirements while avoiding or at least minimizing the performance degradation of the forklift. To evaluate the affect the CPK will have on the forklift, the Government will be requiring a System Impact Assessment as part of the RFP. To allow interested sources to view and assess the LCRTF, the Marine Corps intends to schedule site visits to be conducted at Marine Corps Base, Quantico, Virginia during the week of 22 to 25 January 2013 (tentative). The intent is to allow companies to obtain the necessary information to fully understand the needs of the Marine Corps to increase their ability to respond to the upcoming RFP. RFI responses must be submitted to MCSC no later than 4:00 PM EST 18 December 2012. Responses shall be submitted electronically and should not exceed twelve (12) pages, to include all images, data displays, charts, graphs, and tables. Responses shall be prepared in Microsoft Word or Adobe Portable Document Format and the font size shall not be smaller than 12-point Times New Roman or Courier New. Submit responses and questions regarding the RFI via email to mark.c.green@usmc.mil. The email subject line should include the phrase "LCRTF Crew Protection Kit RFI Response". Such responses should at a minimum provide the following information: 1. Written confirmation of intent to participate in the future LCRTF CPK procurement; include size and status information regarding your business; 2. Estimated pricing to provide the LCRTF CPK; sufficient detail should be provided to explain the basis for such estimate; 3. Information explaining your capability to manufacture and delivery the LCRTF CPK; this should include an estimate of your notional delivery schedule; listing of key teaming partners and subcontractors and their various roles; and 4. Explanation as to your specific design for the LCRTF CPK. Based on a review of RFI responses, the Government will contact potential sources to schedule site visits as addressed above. This is only a Request for Information. The purpose of this notice is to obtain information from qualified businesses and to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
