- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Health and Human Services, National Institutes of Health, at the National Cancer Institute, Radiation Oncology Branch and the Office of Acquisitions intend to negotiate a sole source modification for a six (6) month extension to the contract with Radiation Management Associates, LLC. to continue performing radiation therapy treatments and related service at the Clinical Center, NIH. The Radiation Oncology Branch (ROB) runs a research and clinical program related to the treatment of cancer with the use of radiation. The use of high energy linear accelerators, radiation therapy simulators, CT scanners, radiation therapy treatment planning and related computers, associated medical laboratory equipment, MRI scanners, and other equipment deemed appropriate by the Branch staff takes place on site. The ROB needs to have these additional services to provide patient treatment of cancer to support the clinical program. Statutory authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. Radiation Management Associates, LLC is the only responsible source and no other supplies or services will satisfy agency requirements. Radiation Management Associates, LLC is uniquely qualified by virtue of its continued performance for this period of time and is the only source that can provide services at this time. The purpose of extending this contract is to continue accomplishment the following tasks: •Performance of radiation therapy and dosimetry treatments based on HIPAA Medical Code Sets identified by the HCPCS (Healthcare Common Procedure Coding System) and CPT (Current Procedural Terminology) procedure codes. Performance of dosimetry treatment plans and plan verifications based upon the American Medical Billing Codes. •Provide physics services, including commissioning of radiotherapy equipment, periodic quality assurance measurements of equipment, quality assurance and verification of treatment plans, quality assurance of patient records, including paper and electronic charts, based upon the American Medical Billing Codes. •Operate associated equipment in the ROB such as high energy linear accelerators, radiation therapy simulators, CT scanners, radiation therapy treatment planning and related computers, associated medical laboratory equipment, MRI scanners, and other equipment •Perform up to a total of 11,250 procedures (fractions) over the duration of this contract. •Perform these treatment procedures as required (5) days a week, less Federal holidays, and after hours as needed due to emergency or scheduling requirements. Normal work hours in the NCI are 8:00 A.M. to 4:30 P.M., Monday through Friday. •Perform all work in accordance with applicable laws and regulations pertaining to the work. •All personnel performing work under this contract have the necessary licenses and certifications as specified by local, State, or Federal Laws or Regulations in order to perform the work required by the contract. All radiation therapists must be certified by the American Association of Radiation Technologists and must be experienced in operating Government owned equipment. The proposed contract action is for supplies or services for which the Government intends to continue with one source under authority FAR 6.302. However, interested sources may identify their interest and capability must respond by submitting a capability statement (5 page limit) within 15 days of publication of this synopsis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The capability statement will be considered solely for the purpose of determining whether to conduct a competitive procurement.
