- Under the authority of 10 USC 2304 (c )(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements: the Mission and Installation Contracting Command (MICC), Fort Jackson, SC intends to negotiate and award a sole source contract to the South Carolina Commission for the Blind (SCCB) for Full Food Services (FFS). The Installation Management Command (IMCOM) Directorate of Logistics (DOL) at Fort Jackson, South Carolina, has a requirement under the Army Food Program to provide FFS in their eleven (11) dining facilities. The Contractor is to provide all resources except Government Furnished Property (GFP), to include labor, equipment, tools, materials, supervision and other associated work efforts for food service management, food production, and headcounter services for all facilities. The period of performance contemplated for this effort is 1 month (1 January 2013 through 31 January 2013). MICC Fort Jackson anticipates the total price for this effort will not exceed $3M. This requirement will result in a Firm-Fixed price contract. The North American Industry Classification System (NAICS) is 722310. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have seven (07) days from the date of this synopsis to submit in writing, to the identified point ofcontact, clear and convincing evidence of their qualifications and/or capabilities. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after seven (07) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. Based on the short during of the proposed contract, and a follow-on procurement in process, the Government envisions award under the Other than Full and Open Competition procedures, pursuant to 10 USC 2304 (c )(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements.
