- The Naval Surface Warfare Center “ Panama City Division (NSWC PCD) is hereby conducting a market survey of all potential sources for an electro-optical sensor to be installed on the Advanced Reconnaissance System (ARS). The purpose of this Request for Information is to determine whether industry has suitable products on hand or available with minimum developmental effort and time. This is not a solicitation announcement for proposals, and no contract will be awarded as a result of this announcement. The preliminary requirements for the electro-optical sensor shall have, but are not limited to, the following features in its design: 1. Ability to video stream, view and capture imagery from a visible spectrum low light high sensitivity color camera, in day and night mode to a VGA display (640 x 280 minimum resolution) 2. Ability to video stream, view and capture thermal imagery from an infrared sensor, to a VGA display (640x480 minimum resolution) 3. Ability to mechanically stabilize the color camera and thermal imager in order to compensate for vehicle motion up to Sea State 3. 4. Ability to securely mount to a mast that is raised and lowered to support ARS Sensor operation and use. 5. Ability to pan 360 degrees and tilt minus 5 degrees to 45 degrees both the color camera and thermal imager upon receiving operator input and direction. 6. Ability to optically zoom the low light camera with 10x magnification, minimum (18x desired) upon receiving operator input and direction. 7. Sensor interface via a waterproof cable that provides power, system control, and signal output from the ARS Sensor to a control station. 8. Sensor operation and image capture via user command and control by an embedded software application on a computer device with a display and an input device (mouse). 9. The sensor unit must be able to fit within an approximate length of 22 inches and a diameter of approximately 6.5 inches. 10. The air weight of the sensor must be no greater than 13.0 kg. Buoyancy in water shall be plus or minus five pounds. 11. The sensor must be able to operate to an external pressure of 135 psi. 12. The sensor must operate from a supply voltage within a range of 18 VDC to 38 VDC. 13. The sensor should be designed to operate from a DC supply that has the capability to provide a continuous current of 9 Amps. 14. The sensor housing must be water-proof and corrosion resistant as it will be operated in a salt-water environment. 15. The sensor shall contain no material that cannot receive carry-on approval based upon off-gas testing according to Navy-approved procedure. 16. The sensor must have an operating temperature range of 0 degrees C to plus 35 degrees C when immersed in seawater and 0 degrees C to plus 50 degrees C when operated in air. 17. The sensor shall have the capability to interface with SEACON cable assembly Part Number 7648598-1, description MINLCCPL7648598-1, sold by Brantner & Associates, 1700 Gillespie Way, El Cajon, CA 92020. Responses to this Request for Information should include supporting materials that provides a demonstration of your company ™s capabilities, experience, and overall understanding of the preliminary requirements that NSWC Panama City Division has identified. The following information is requested: 1. Description of the hardware configuration and concept as it applies to the evaluation list above. 2. Product development history and current status. 3. Product application and history of fielded systems. 4. Rough order of magnitude (ROM) cost for a commercial-off-the-shelf sensor or prototype sensor, where a commercial-off-the-shelf estimate is not available for the criteria listed above. 5. Lead time for a commercial-off-the-shelf sensor, non-developmental sensor or ROM development schedule for prototype. 6. US Military applications including points of contact (POCs), if available. 7. Business Size and Contractor and Government Entity (CAGE) code. NSWC PCD requests your responses by 5:00 P.M. (CST), on 14 December 2012. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic planning. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or site visit as deemed necessary. This Sources Sought announcement is a market survey for written information only. This is not a solicitation announcement for proposals, and no contract will be awarded from this announcement. All information shall be provided free of charge to the Government. At no cost to the government, responding vendors may continue technical dialogue for this market survey with the Technical Point of Contact after the initial response is provided.
