- CEASE-3 LEPET Detector R&D for 2-Element Charged Particle Detector Posted 30 Nov 12 Sources Sought FA9453-13-R-0307, Air Force Research Laboratory (AFRL)/ RVBXR, Space Particles. Subject: CEASE-3 LEPET detector development & manufacture I. Synopsis AFRL requires advanced technology development of a two-element charged particle detector stack for a next-generation Low-Energy Proton and Electron Telescope (LEPET) suitable for use on Air Force satellites operating in all common orbital regimes. II. Statement of Need This effort will require a potential offeror to have a demonstrable working knowledge of design and manufacturing techniques specifically relating to ion-implanted, passivated silicon, charged particle detectors for space applications. The scope of the work will require The period of performance of the contract is expected to be approximately 6-7 months from the date of award and is expected to be divided into four (4) major tasks. III. Task 1. Initial Design of LEPET Detector Stack The offeror will develop a design for the detector stack in conjunction with RVBXR scientists. The detector stack must have the following characteristics: 1. Two element fully-depleted ion-implanted passivated silicon charged particle detector mounted coaxially in one package. 2. Top detector characteristics: circular, 5-8 mm diameter (active area), 1000-1500 um thickness 3. Bottom detector characteristics: circular, 15-20 mm diameter, at least 10 mm larger than the bottom detector, 650 um - 750 um thickness. 4. Guard rings for detectors 5. Spacing between detectors: 500-1000 um between detectors 6. Desired light-tight package with 10-20 um thick Al entrance foil 7. Connection to detectors to be determined in consultation with AFRL engineering team Delivery of initial design drawings and specifications for approval IV. Task 2. Manufacture and Assembly of Engineering Model Manufacture and assembly of one (1) engineering model LEPET detector stack. Task will include: 1. Create mask for silicon 2. Produce silicon detectors 3. Mount and package detector stack into engineering model assembly V. Task 3. Manufacture and Assembly of Flight Models Manufacture and assembly of three (3) flight model LEPET detector stacks. a. Receive feedback from AFRL/RVBXR on engineering model. b. Make any necessary design changes. c. Manufacture flight detectors. d. Mount and package detectors into flight model assembly VI. Task 4. Environmental Testing for Flight Models Test flight models for the space environment in the following areas: a. Thermal b. Vibration c. Shock d. Vacuum Deliver flight models and test data to AFRL/RVBXR. VIII. NOTE!! THIS IS NOT A REQUEST FOR PROPOSALS. THIS NOTICE IS TO BE CONSIDERED MARKET RESEARCH VIA A SOURCES SOUGHT NOTICE AND WILL BE UTILIZED IN ACQUISITION PLANNING. PROSPECTIVE OFFERORS MUST SUBMIT TECHNICAL INFORMATION EXPLAINING THEIR CAPABILITIES AND CAPACITIES. This notice is for planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses to this announcement and will formally solicit proposals at a later date if enough interest is demonstrated by response to this announcement. IX. SUBMISSION INSTRUCTIONS: Information regarding capability and capacity must be submitted in writing. Any proprietary information should be marked accordingly. Interested organization(s) that believe they possess the capability and capacity necessary to successfully undertake the tasks described above should submit one CD and an original and one (1) copy of their capability and capacity statement by 14 December 2012, 12:00 p.m. (Noon), Mountain Standard Time (MST) through the mail, because our Government computer system often deletes attachments from e-mail due to security reasons. Please include the offeror's CAGE Code and all applicable NAICS Code(s) that represent your firm's capabilities. If an offeror would like to submit any Past Performance information based upon what Government and Commercial contracts that they have performed, then please provide (1) Contract Numbers; (2) Description of the work performed and Period Of Performance; (3) Contracting Officer contact information or Customer contact information if the work was for a Commercial effort(s). If the offeror is a Small Business (SB), then we will need contact information of the SBA that the offeror's Home Office resides in for verification purposes. Foreign companies can participate. This is NOT an ITAR restricted supply item. Any questions that an offeror may have prior to submission to this Sources Sought must be in writing.
