- Statement of Work Reference Number: NHLBI-CSB-(EB)-2013-44-JES Title: Notice of Intent to Award Sole Source to Justine Yoon The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Biomedical Imaging and Bioengineering (NIBIB), intends to negotiate on a sole source basis and award a contract, under the Simplified Acquisition Procedures (Dollar Threshold of $150,000), as set forth in FAR Part 13 a Firm Fixed Price award to Justine S. Yoon, 2151 Jamieson Ave, Unit 409, Alexandria, VA 22314. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62. The corresponding NAICS code is 541711 and the small business size standard is 500 employees. The basis for sole source determination: Justine Yoon has a B.S. in Biomedical Engineering, and over two years of experience working in several microfluidics laboratories. She is the only person not currently employed by our laboratory who is fully trained in the use of all of the on-site fabrication equipment, including the spin-coater, laminator, contact mask aligner, plasma cleaner, and computer-controlled fluorescence microscope. She has two years of experience in working with microfabricated structures, and has developed her own protocols for manipulating thin PDMS membranes and incorporating them into devices. In addition, she has written her own finite-element models in COMSOL for simulating the evolution of chemokine gradient profiles in the microfluidic devices under development. Training a new employee in all of the techniques and protocols used in the chemotaxis device development and use, the training process would lead to a delay of up to six months of current projects. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Comments to this announcement, referencing this Notice of Intent No. NHLBI-CSB-(EB)-2013-44-JES, may be submitted in writing to the National Heart, Lung, and Blood Institute, 6701 Rockledge Drive, RLKG Bldg 2, Room 6129, Bethesda, Maryland 20892, Attention: Jennifer Swift. This acquisition is conducted under FAR Part 13.106-1(b) (1), Soliciting from a single source For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization) And 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements.
