Description
P654 Hangar Upgrades NAS Jacksonville, FL: Naval Air Station Jacksonville, VP30 8A Hangar Upgrades construction shall include modifications needed to Hangar 30 to support P8-A tail-in angled parking positions, including new taller rolling metal hangar doors, slab removal and replacement, and apron pavement marking and lighting. The existing building consists of a steel structural frame. The lower portion of the hangar bay's exterior walls is reinforced masonry, and the upper portion is insulated metal panels. It is anticipated that the project will be accomplished in two phases over a period of 630 calendar days. For VP-30 to maintain operations during construction, the Contractor will be required to: (1) Erect a dust barrier separating the two construction phases. (2) Maintain all systems and services in the area in which VP-30 is operating, including the hangar bay, shops, and offices. (3) Maintain access to all airfield facilities at all times during the project. The contractor shall perform all services necessary for the construction of the P654 VP-30 8-A Hangar Upgrade, Naval Air Station Jacksonville, Florida in accordance with the Request for Proposal (RFP). The total completion time for this project is 630 calendar days from the contract award date. The liquidated damages for this project are $2,550 per calendar day of delay. **************************************************************** Procurement Method: Contracting by Negotiation - Best Value Lowest price technically acceptable (LPTA) **************************************************************** The NAICS Code for this procurement is 236220 and the annual size standard is $(33.5 Million). **************************************************************** Estimated cost: $5,000,000 to $10,000,000 **************************************************************** This is a new procurement. It does not replace an existing contract. No prior contract information exists. **************************************************************** The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The solicitation should be available at this site on or about 17 December 2012. Contract Award is anticipated April 2013 **************************************************************** The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. *************************************************************** Offerors shall submit with their offer a bid bond of at least 20 percent of the bid price but not exceeding $3 million of the amount, for Davis Bacon Act (DBA) work. ****************************************************************
