Description
Synopsis: The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors are encouraged to register themselves as an interested vendor. The United States Government (USG), represented by the United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for the USAID/Uganda Education for Environmentally Sound Oil Management. The purpose of this solicitation will be to identify a qualified contractor to implement this new program. The purpose of this activity is to build the capacity of government agencies, civil society, the private sector and other key stakeholders to be better prepared to mitigate the impacts of oil and gas exploration and production on biodiversity in the Albertine Rift. The Contractor shall work with Makerere University to establish programs that will provide short-term training, as well as full degree programs at the Post-Graduate, Masters and/or PhD level to prospective students. Additionally, the program will carry out research on issues related to biodiversity conservation and oil development in the Albertine Rift. USAID anticipates issuing the solicitation on or about December 14, 2012. Please do not consider this announcement as an RFP, and do not submit your proposals until a formal RFP is posted on the FedBizOpps website: http://www.fbo.gov. This notice does not obligate USAID to award a contract, nor does it commit the USG to pay any cost incurred in the preparation and submission of proposals.
