Description
The U.S. Army Contracting Command - Rock Island intends to award a single source contract in accordance with FAR 6.302-1. A Request for Proposal (RFP) W52P1J-12-R-0185 for the M456R Reinforced Detonating Cord, NSN: 1375-00-028-5168, DODIC: M456 will be issued to Ensign-Bickford Aerospace and Defense Company (EBA&D). This action will result in a firm-fixed-price contract. The contract will include a base quantity (FY13) and an evaluated option (FY14). The Base amount to be awarded is 540,000 feet of the Reinforced Detonating Cord; with an evaluated Option of 1,906,000 feet. The Option quantity will be available for award through 30 September 2014. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Navy requires a wax coating on the Reinforced Detonating Cord; any other finish would require Navy testing and qualification to ensure that it would meet the Navy's requirement prior to fielding. The required testing would cover most areas of logistics (Packaging, shipping, etc.) and safety (energetic qualification, final type qualification, hazard classification, insensitive munitions, etc.) and culminate with the initial operating capability approval by the Weapon Systems Explosive Safety Review Board; estimated that it would take in excess of 24 months. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. All responsible sources may submit a capability statement, proposal or quotation via email to Rachel M. Phelps, Contracting Officer at rachel.m.phelps2.civ@mail.mil and Melissa Nunn, Contracting Specialist at melissa.j.nunn.civ@mail.mil. The Agency will consider any such submission. The Detonating Cord must meet MIL-DTL-17124 Rev F, dated 17 July 2012. Please refer to MIL-DTL-17124 for current detailed requirements for the manufacturing, inspections, testing, and packaging for the Reinforced Detonating Cord. The PETN used in the manufacture of the detonating cord shall comply with MIL-P-387 Rev C Notice 1, dated 24 January 2000. MIL-P-387 is also available for review at the quote mark ASSIST quote mark website. The Technical Data Package (TDP) for the M456 Reinforced Detonating Cord is determined to be Distribution Statement D - Distribution authorized to the Department of Defense and U.S. DoD contractors only, and contains technical data whose export is restricted by the Arms Export Control Act. Contractors must have a current DD 2345, Militarily Critical Technical Data Agreement on file with the Defense Logistics Information Service. Contractors will be required to execute and return a Non-Disclosure and Non-Use Agreement prior to accessing the TDP. The NDA can be provided by the POC identified below upon written request.
