Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price contract to purchase 13 Mobile Magnetic Particle Units (MMPU), NIIN 01-587-2347, P/N MP-2000S-NAVY, along with a limited logistics package to power the Bench Top Magnetic Particle Units currently aboard CVNs and to replace the stand alone units aboard LHD/LHAs. The 2,000 amp AC or Half Wave-DC (HWDC) item provides for moderate powered Magnetic Particle Inspections (MPI). The unit is used for detection of surface and near surface flaws, and also performs AC demagnetization. The limited ILS package being procured will include a Navy Work Package (WP) technical manual, Maintenance Requirements Card, Engineering Drawings for Provisioning (EDFP) and Hazardous Materials Report including Material Safety Data Sheets (MSDS) on a sole source basis with Test Systems International, Inc. (TSI). The Government plans to procure 13 MMPUs along with a limited logistics package over the life of the contract. In July 2010, in response to multiple Broad Arrow (BA) messages from the Fleet for obsolete legacy assets, NAVAIR completed an Urgent Need Sole Source procurement of ten units from TSI as an immediate stop gap solution. The current procurement for THIRTEEN units is to replace the remainder of the Fleet's inventory of legacy assets. The emergency buy did not include a logistics package, so the Fleet does not have logistics support in place for the existing ten units. soliciting this requirement by full and open competition is not effective as TSI is the only known source with the knowledge and capability to provide a unit that has proven availability to demonstrate reliability and sustainability in a fleet environment without a disruption in schedule or degradation of performance. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
