The solicitation/procurement data list is approved for release only to U.S. DoD contractors who are registered and certified with the Defense Logistics Information Service (DLIS). Submission of DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation is required as specified in the International Traffic in Arms Regulation (ITAR), 22 CFR Sections 121 through 128. Foreign contractors cannot participate as prime contractors. The technical data will not be available until the solicitation is posted. 14. UID: Does not Apply. 15. ADDITIONAL INFORMATION: Electronic procedures and Request for Written Proposal will be used for this solicitation through FedBizOpps at https://www.fbo.gov/index. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered by the agency. Based upon market research, the Government is not using the policies contained in Part12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The contractor must be able to demonstrate the ability to acquire the listed parts from a distributorship in order to fill subject kits. This Invitation For Bid will be a 2-Step Sealed Bid. OMBUDSMAN NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
