Incoming Visitor Request Form Pre-solicitation Registration Forms Pre-solicitation Schedule of Events THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The purpose of the Special Notice is to provide details associated with the Presidential Helicopter Replacement Program (VXX) Pre-solicitation Conference events. UPDATE: Please be advised that the Mission Communications System (MCS) Technical Data Package (TDP) provided as Government Furnished Information has been updated on the Virtual Bidder's Technical Library. Pre-solicitation Events Pre-solicitation Conference: The VXX Program will conduct a Pre-solicitation Conference on 10 December 2012 at the Southern Maryland Higher Education Center located at 44219 Airport Road, California, MD 20619, from 1:00p.m. to 5:00p.m. EST. The purpose of this event is to provide a brief status update of the VXX Program, inform industry of program requirements, receive industry's feedback on the draft RFP, and provide a Question & Answer/networking opportunity. A maximum of five (5) participants from each company will be permitted. This conference is open to U.S. citizens only. This is a no-fee event and seating is limited. Only registered attendants will be permitted into the conference facility. This event will cover unclassified information only. The VXX Program intends to conduct a classified conference in the near future. Integrated Master Schedule (IMS) Training and Small Business Networking: On 11 December 2012, the Government will provide Integrated Master Schedule (IMS) Training and arrange a small business networking opportunity with potential Prime Contractors at the Southern Maryland Higher Education Center located at 44219 Airport Road, California, MD 20619, from 8:00a.m. to 12:00p.m. EST. The purpose of the IMS Training is to discuss the following: • IMS requirements in Draft RFP Section L • Frequently seen issues with an RFP IMS The target audience for the IMS Training is for Program, Planning and Controls (PP&C) Team and/or Project Schedulers. Concurrent with the IMS Training, the Government will arrange a meeting space for small businesses to meet with potential Prime Contractors as a means of encouraging small business subcontracting opportunities. The IMS training is limited to three (3) participants per company. The Government reserves the right to decrease the number of participants from each company, depending on industry response and conference facility limitations. Site Visits: On 11 December 2012, from 1:00p.m. to 5:00p.m. EST, the Government will arrange a site visit for potential Prime Contractors to tour the Presidential Helicopter Support Facility, Naval Air Station Patuxent River, MD. The purpose of this visit is to tour the maintenance, test and evaluation, and supply support facilities. This tour is limited to five (5) people per company. On 12 December 2012, from 10:00a.m. to 12:30p.m. EST, the Government will arrange a site visit for potential Prime Contractors to tour the HMX-1 Training Facilities, Marine Corps Base Quantico, VA. The purpose of this visit is to tour the training facilities to include the flight training device, the maintenance training device and the electronic classrooms. This tour is limited to two (2) people per company. This tour is open to U.S. citizens only. Classified Meeting: On 11 December 2012, from 3:00 p.m. to 5:00 p.m., the Government will host a classified meeting with potential Prime Contractors at the Presidential Helicopter Support Facility, Naval Air Station Patuxent River, MD. The purpose of this meeting is to review the classified requirements for the draft VXX RFP. The meeting will be held at the collateral Top Secret level and strictly limited to visual access only. Notes and copies are strictly prohibited and are not authorized for dissemination at this time. The classified review is limited to five (5) people (U.S. citizens) with a current/active Top Secret clearance. Potential Prime Contractors shall submit a classified visit request in accordance with DoD 5220.22-M, "National Industrial Security Program Operating Manual" (NISPOM), Chapter 6 Section 1. Visit requests will contain the full name of all employees attending the visit, SSN, date and place of birth, citizenship, dates of visit, level of personnel clearance, classification of meeting (Top Secret), Commercial and Government Entity (CAGE) code, if applicable, certification of the level of the facility security clearance (FCL), purpose of visit, and point of contact for your team. All visit requests will be submitted to: Presidential Helicopters Program Office (PMA-274) 48202 Bronson Road, Bldg 2805 Attn: Physical Security Office (301) 995-2853 / mildred.tippett@navy.mil Patuxent River, MD 20670 Fax Number: (301) 995-2511 Purpose of Visit: Classified meeting to review requirements for draft VXX RFP Classification Level of Meeting: Top Secret Date(s) of visit: 10 Dec 2012 through 14 December 2012 Technical Point of Contact (TPOC): Mr. Jim Sperbeck (301) 757-5766 / james.sperbeck@navy.mil Visit (POC): Mr. Jim Sperbeck (301) 757-5766 / james.sperbeck@navy.mil One-On-One Sessions: On 13 and 14 December 2012, potential Prime Contractors may be afforded the opportunity for one-on-one sessions with the Government. The Government reserves the right to make a determination as to which Contractors qualify for one-on-one sessions. Specific time and location details for the one-on-one sessions will be provided upon registration. Pre-solicitation Events Registration: Registration Forms for the Pre-solicitation Conference, IMS Training, Small Business Networking, Site Visits, Classified Meeting, and One-on-One Sessions are attached to this announcement. Please complete and submit the applicable Registration Forms by 5:00pm on 5 December 2012, to Jessica Norris at jessica.d.norris@navy.mil or fax to her attention at (301) 342-3768. Note: Registration Forms for the Presidential Helicopter Support Facility and HMX-1 Training Facilities Site Visits require different submission dates. An e-mail confirmation will be sent upon receipt. Attendee substitution requests may be submitted to the same points of contact by 7 December 2012, 12:00p.m. EST. Late registration and "walk-in" requests will not be permitted. Attendees must present a CURRENT photo ID (driver's license, military ID, company ID or passport) matching the attendee information submitted via the Registration Form upon check-in. Attendees are encouraged to arrive early to permit sufficient time for check-in. Technical Interchange Meetings: The Government intends to conduct individual TIMs with potential Prime Contractors tentatively planned for January 2013. Offerors interested in participating in a Technical Interchange Meeting with the Government must specifically check the applicable request block on the Pre-solicitation Conference registration form. The Government reserves the right to make a determination as to which Contractors qualify for TIMs. These meetings will be coordinated with potential Prime Contractors and scheduled at a later date. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
