PLEASE NOTE: The solicitation for this investigation and analysis requirement will be posted to FBO.gov in the month of December 2012. This timeframe has been updated from the original pre-solicitation that stated the solicitation would be released on or about October 30, 2012. This is a pre-solicitation notice. This is an investigation and analysis requirement. The work effort involved with this project will survey, investigate, evaluate and determine possible courses of action for the acquisition, repair, maintenance or modification of current public address/mass notification system (PAMNS), nurse call notification, panic alarm and code blue systems at: 1.Grand Junction Veterans Affairs Medical Center (VAMC), Grand Junction, Colorado. 2.Salt Lake City VAMC, Salt Lake City, Utah 3.Fort Harrison VAMC, Helena, Montana 4.Sheridan VAMC, Sheridan, Wyoming 5.Cheyenne VAMC, Cheyenne, Wyoming 6.Denver VAMC, Denver, Colorado DESCRIPTION Work covered by this survey includes, but is not limited to; the onsite survey, investigation, evaluation (maintenance, system configuration, suitability to meet Joint Commission requirements, etc), engineering analysis, labor, material and products, initial design evaluation of the current PAMNS, nurse call notification, panic alarm and code blue systems to ensure compliance with the National Fire Protection Association (NFPA) - Life Safety Code 101.3-2 (a) Labeled and (b) Listed Emergency Service Public Address System (PAS) and associated equipment (here-in-after referred to as the System) at the VAMC facilities identified. The vendor shall conduct an onsite survey, investigate, maintenance analysis, configuration analysis, engineer analysis and preparation of a report on the state of repair, and needed modifications, to ensure that the currently installed a systems will perform as required to meet staff, public and patient life safety requirements. The system design and its components shall be tested with the current bio-medical and facility management staff and evaluated to ensure it is capable of receiving, distributing, interconnecting and supporting PAMNS, nurse call notification, panic alarm and code blue communications signals generated local and remotely as detailed herein. The evaluation shall determine if the system is in compliance with current Occupational Safety and Health Administration (OSHA), National Recognized Testing Laboratory (NRTL - i.e. Underwriters Laboratory [UL]) Listed and Labeled; and VA Central Office (VACO), Telecommunications Voice Engineering (TVE 005OP3B). GENERAL: All design and work will conform to the current edition of the VA Master Specifications and VA Design Standards as published at the following site: www.cfm.va.gov, code of Colorado Regulations, EPA, ASHRAE, IBC 2003, NFPA and NEC building code and standards.
