- DEPARTMENT OF VETERANS AFFAIRS - NETWORK CONTRACTING OFFICE 21 (NCO 21) Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. The singular purpose of this notice is to obtain information on Veteran Owned Small Businesses (VOSB) or Service Disabled Veteran Owned Small Businesses (SDVOSB) interest, capabilities and qualifications to determine if a set-aside is appropriate. Proposals are NOT being requested or accepted at this time. The Department of Veterans Affairs, Veterans Integrated Service Network 21 (VISN 21) has a requirement to Upgrade the existing Fire Alarm System for Buildings 5, 6, 7, 40, and 50 at VA Palo Alto Healthcare System. Contractor(s) shall provide a fully addressable Fire Alarm System in Buildings 5, 6, 7, 40 and 50 and be required to keep the existing Fire Alarm System building loop system operational and fully functional until the completion and acceptance of the new system. Contractors shall have experience in both Simplex and Notifier Fire Alarm Network and conduct comprehensive "Field Review" of existing system, fiber pathway, power and wiring requirements, and system sequence of operation. Design Drawings for the installation of new Fire alarm system may be required. Buildings 5, 6, 7, and 50 shall be connected to the Notifier Network loop using the existing infrastructure multimode fiber optic cables and monitored from the existing ONYX Works system located in building 100. Contractors shall perform functionality test on the existing fiber optic cables in Buildings 5, 6, 7, and 50 Contractor shall also be required to provide and install a new Simplex Communication UDACT to the existing Simplex Fire Alarm Panel in Building 40 The information obtained through this notice will be utilized exclusively as market research for acquisition planning purposes for the future solicitation of a Firm-Fixed Price (FFP) Contract for Construction Services. All work to be performed will be within North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building construction, with a Small Business Size Standard of $33.5M. Estimated construction cost is between $2,000,000 and $5,000,000. Project duration is not expected to exceed 300 Calendar days. In order to be eligible to respond as an SDVOSB or VOSB, a firm must be Center for Veterans Enterprise (CVE) registered in VetBiz. Registration may be accomplished at http://www.vip.vetbiz.gov. An active registration in CCR is also required. Registration is available at www.ccr.gov. Responses to this sources sought notice must contain the following information: (1) Company name and address, point of contact with phone number, and DUNS number; (2) Documentation that clearly demonstrates the firm's capability of performing construction projects with specific relevance to Fire Alarm Systems (including references with current point of contact and phone number); (3) Proof of registration in the VA Vet Biz website and verification by VA CVE (CVE); (4) Company's Bonding Capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company documentation; Responses to this notice must be made via e-mail to Javier.Castro@va.gov. Responses may be submitted as attachments, or contained in the body of the e-mail, and must be clearly marked "SOURCES SOUGHT RESPONSE - VA Palo Alto File Alarm System Upgrade" in the subject line and document header. The deadline to respond is December 14, 2012, at 4:00 pm (PST). As a reminder this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent, nor will the Government be required to pay for any costs incurred for responses submitted. Official Synopsis of the future solicitation will be posted electronically through FedBizOpps. Interested firms are encouraged to register via www.fbo.gov. to receive a copy of the formal solicitation when it is issued.
