- Instructions and criteria to evaluate capability statements Draft Statement of Work - subject to change Notice Type: Sources Sought Request For: Capability Statements (not an invitation for proposal) Posted Date: November 28, 2012 Response Date: December 5, 2012 Archiving Policy: Automatic, 7 days after response date Archive Date: December 12, 2012 Solicitation Number/Acquisition Plan#- NLS20130015 CAPABILITY STATEMENT INSTRUCTIONS AND EVALUATION CRITERIA National Library Service of the Blind and Physically Handicapped STRATEGIC PUBLIC EDUCATION PLAN The National Library Service of the Blind and Physically Handicapped (N LS) within the Library of Congress (LOC) is conducting market research for strategic public education plan. This sources sought notice is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The National Library Service (N LS) anticipates awarding a three year Firm Fixed Price (FFP) contract with a base year and two options years. The National Library Service (N LS) seeks capability statements from all sources. NLS reserves the right to choose blind and disabled veterans. Capability Statement Instructions In response to the attached Draft Statement of Work (SOW), NLS hereby solicits capability statements from eligible contractors. These statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 12 point font). Contractors should include up to three resumes in the appendix. Only resumes for key personnel that would work on the contract are to be included. Each resume should clearly document that individuals have the experience and expertise described below. Each resume should be no longer than 5 pages. The resumes will not be counted as part of the 5 pages of the capability statement. The capability statement should describe the collective expertise of key personnel, in each of the following areas: The capability statement should describe the qualifications and experience of key personnel, as well as related corporate experience and capacity, in each of the following areas: • Have extensive knowledge and experience in developing strategic marketing campaigns, developing identity standards (branding), and helping organizations to establish marketing partnerships with organizations of mutual constituencies, specifically those serving people with disabilities and public libraries • Have experience working with organizations that serve people with visual impairments and physical disabilities and be able to demonstrate successful efforts in the three areas specified. This is not an invitation for bid or request for proposal or other solicitation and in no way obligates the Library of Congress to award a contract. The Sources Sought Notice is part of the LOC's's Vendor Communication plan and the sole intent is to obtain capabilities for set-aside and procurement planning purposes.
