- The U.S. Army Corps of Engineers (USACE), Portland District (CENWP) proposes to contract for integrated professional planning and architect-engineer services required to support Civil Works water resources studies and projects. Services are anticipated to accomplish the breadth of Planning Studies including, but not limited to, studies for the Planning Authorities for Ecosystem Restoration, Flood Risk Management, Water Supply, Navigation, and other authorities of the USACE. These include, but are not limited to, General Investigation Authorities, the Continuing Authorities Program, Planning Assistance to States, Planning Assistance to Tribes, Reallocation Studies, Major Rehabilitation Studies, Major Maintenance Reports, Biological Assessments, Environmental Impact Statements, and environmental investigations, reports and documentation demonstrating compliance with applicable federal environmental laws, regulations, and executive orders. CENWP anticipates issuing the solicitation on or about 15 November 2012, with a closing date for proposals on or about 18 December 2012. One professional services indefinite delivery indefinite quantity (IDIQ) contract shall be awarded as a result of the solicitation. This solicitation shall be set-aside for small business. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of any amendments. The Government will use a best value source selection method under Part 15 of the Federal Acquisition Regulation and anticipates a fixed price IDIQ award for this requirement. The NAICS Code for this procurement is 541990. All responsible sources may submit proposals which shall be considered by the Agency. To be eligible for award, contractors must be registered in the System for Award Management (SAM) database at www.sam.gov. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible to avoid delays should they be selected for a contract award.
