- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source Firm-Fixed Price (FFP) basis testing IAW the attached SOW. All requirements in the SOW are based on previous testing therefore to maintain comparable, usable data, the same testing variables must be utilized. This requirement is to be sole sourced to New Mexico Institute of Mining and Technology, DBA New Mexico Tech located at 801 Leroy PL., Socorro, NM, 87801-4750. Please refer to the following attached herein: Attachment 1Statement of Work Attachment 2CDRL A001 Attachment 3CDRL A002 DD254 Security Classification required Please include any shipping/freight costs for FOB Destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Suite 159, Dahlgren, VA 22448-5114. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at https://www.ccr.gov. A formal request for quote will not be issued as all items are identified in this synopsis. Quote is due 5 December 2012, no later than 12:00 p.m. (local NSWCDD time) with an anticipated award date by 17 December 2012. Quotes may be submitted by Email in Microsoft Word or Adobe pdf format to daniel.belcher@navy.mil or by Fax to: 540-653-0592.
