Description
In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.3.1.2.1 - the purpose of this SIR is to obtain information, which will ultimately allow the FAA to identify an Offeror that provides the best value, make a selection decision and award a contract. The FAA Eastern Service Area, Georgia Acquisition Office, has a new construction effort for the removal and replacement of fire alarm panels at the Hampton, GA Air Route Traffic Control Center (ARTCC). This is a firm, fixed price (FFP) set-aside procurement for socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 238210, Electrical Contractors and Other Wiring Installation Contractors (Fire alarm system, electric, installation only) with a small business size standard of $14M. The performance period is 60 calendar days, following the issuance of a Notice to Proceed. The estimated price range for this requirement is between $50,000 and $100,000. A pre-offer site visit will be conducted on December 11, 2012 10:00 AM EST at the Hampton, GA ARTCC. All attendees must contact Vincent Williams (vincent.l.williams@faa.gov) at least 3 business days in advance (December 6, 2012) and no later than 4:30 PM EST to participate in the site visit. Attendees must have a Government issued ID. FAA reserves the right to communicate with one or more Offerors at any time during the procurement process. The Offeror may begin submitting questions and comments immediately after release of the RFO/SIR and up to December 18, 2012 2:00 PM EST. Responses to questions will not necessarily change the date proposals are to be received. Offerors must submit all questions and comments via fax 404-305-5774 or e-mail (nadia.shash@faa.gov); however, they must not be submitted via phone call. The FAA will respond in writing within seven (7) working days on the FAA Contract Opportunities website to all potential Offerors. Questions and Answers that clarify SIR details may be provided to all Offerors; however, the source of the questions will not be identified. Questions received after the time and date stated above may not be answered. MANDATORY REQUIREMENTS In order to be considered responsive, organizations expressing interest in this matter must provide the following: (1)Section A, SF-1442 Solicitation, Offer, and Award; including any issued Amendments. (2)Section K, Representations, Certifications and Other Statements or Offerors. Offeror must include Section K for all proposed subcontractors and teammates. Also, a complete Business Declaration form (attached to Section K of the SIR) and a copy of the vendors SBA 8(a) certification letter. (3)Minimum Eligibility Experience Qualification Data (Section L.13.2 submission). (4)The Technical Approach volume consisting of two evaluation factors; Past Performance and Technical Proposal (Section L.17). (5)Price proposal; a complete Supplies/Services & Price/Cost Section B (Attached). Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. If an amendment is issued and the offeror does not acknowledge it, the offeror may be considered non-responsive to the solicitation. All amendments must be acknowledged.. The FAA will not be liable for any costs associated with the preparation of responses to the SIR, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement.
