The C/KC-135R fleet is scheduled to remain operational until 2046 and there is a continuing need for avionics and safety upgrades to support aircraft operations during this period. This is a Foreign Military Sales (FMS) Program under FMS case number FR-D-QAF. The USAF will contract with Rockwell Collins, Inc. as requested by the FAF in their Letter of Agreement (LOA) for this FMS case. The three FAF C/KC-15R aircraft, serial numbers 62-3497, 62-3525, and 62-3574 are currently Block "0" aircraft. The scope of this services contract is to modify the FAF aircraft hardware, software, and systems as required to upgrade the aircraft to the Global Air Traffic Management (GATM) Block 40 configuration. This aircraft modification is subject to International Traffic Arms Regulation (ITAR) and National Security Agency (NSA) Significant Military Equipment (SME) limitations. The Aircraft modifications from Block "0" through Block 40 configuration will be as complete or equivalent to the USAF Block 40 modification as allowed by the limitations imposed for this effort. The Control Column Actuator Brake (CCAB), a safety modification, will be included. Following installations of these modifications, the French will be able to fly their KC-135R aircraft in currently restricted airspace and improve their overall mission capability, while extending the life of their aircraft. Rockwell Collins Inc. shall subcontract modification installation to the Boeing Company at their facility located at Kelly Field in San Antonio, Texas as requested by the FAF in the LOA for this FMS case. A subcontracting plan is required and utilization of small business concerns whenever possible shall be emphasized throughout the life of the contract. (17) Place of Contract Performance: Rockwell Collins, Inc. Delivery will be by freight. Point of Inspection will be at Source. Point of Acceptance will be at Source. FOB point will be Origin. Period of Performance is three (3) years. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. (18) Set-aside Status: No set aside MANDATORY LANGUAGE: This will be an FMS sole source to Rockwell Collins, Inc. per Letter of Offer and Acceptance (LOA) # FR-D-QAF. Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
