Description
THIS IS NOT A PRE-SOLICITATION. Concerns having the ability to provide scientific services for the US Geological Survey (USGS) National Ice Core Laboratory (NICL) Science Management Office (SMO) are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within fifteen (15) days from the date of this synopsis. This requirement is to provide scientific services for the NICL and ice core communities needs that are critical to the ongoing success of this world class facility. The contractor shall: 1. Receive, review, screen, approve, and coordinate ice core sampling requests for the Sample Allocation Committee (SAC) approval. 2. Reviews, researches, and approves scientific research requests requiring ice from the NICL archive or the use of NICL services. Provides Letters of Support to research scientists that can be used in their research proposals. 3. Build, publish, and maintain a NICL website on a server with restricted access. 4. Publish, via a website, the biannual In-Depth newsletter. 5. Communicate with public and media about the science generated as a result of the research studies performed of NICL ice cores, ice core science, climate change, etc. 6. Interface between NICL and Ice Core Working Group and ice core community, in general, in order to discuss the science generated as a result of the research studies performed by this community. Based on the information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the items specified as a sole source from The Institute for the Study of Earth, Oceans, and Space, University of New Hampshire (UNH), and proposes to negotiate a contract with that organization on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such documents without accompanying information will be considered no-responsive to this request without further consideration. This notice may represent the Governments only official notice of this procurement.
