- Statement of Work for project entitled: Analysis of Lipid and Metabolic Markers in the BCOPS study The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to award a sole source firm fixed price purchase order to the State University of New York at Buffalo for the retrieval and analysis of frozen blood specimens collected as a part of the Buffalo Cardio-metabolic Occupational Police Stress (BCOPS) study. SUNY-Buffalo is the only source for these frozen blood specimens, which were collected from 2004 to 2009 from police officers enrolled in the BCOPS study. The frozen serum from study participants will be analyzed to measure three lipid biomarkers: apolipoprotein-A1, apolipoprotein-B, lipoprotein (a); and four metabolic markers: parathyroid hormone, thyrotropin-stimulating hormone (TSH), free thyroxine (T4), and total triiodothyronine (T3). Measurement of these novel biomarkers will permit the examination of associations with 1) police-specific stressors (i.e. shift work, psychological stress) in a known high stress occupational group, and 2) subclinical Cardio-Vascular Disease (CVD) in a population known to have adverse levels of CVD risk factors. Additional information about this effort is found in the attached Statement of Work. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Award will be made using Simplified Acquisition Procedures found in FAR Part 13. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov prior to an award of a federal contract. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response must include the responder's DUNS number and should be emailed to Florence Black at fpblack@cdc.gov by 2:00 PM Eastern time, December 13, 2012.
