- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is RFQ2768195 and is being issued as a Request for Quotation (RFQ). This is a total Small Business set-aside. The North American Industrial Classification System (NAICS) code is 238990 with a Small Business size standard of 14.0 million dollars. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-62. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute of Mental Health (NIMH), has a requirement to install covering on Reverse Osmosis (RO) water piping located on seven (7) floors of an 8-story biomedical research facility, located at Building #49 on the NIH campus in Bethesda, MD. NIMH seeks to improve the quality of water provided to laboratories contained on these floors by insulating the system of RO piping located on floors starting at B1 through 6, on the east and west utility corridors. Algae have been forming in portions of the polypropylene piping that are exposed to light sources, mainly from standard fluorescent lights. NIMH requires covering the RO piping with a material that will block light from entering and prevent the growth of algae. Covering the RO piping will decrease the need for disruptive flushing procedures and future expenses. Vendors shall propose a material and labor cost to cover the RO piping system in this part of Building #49, which is currently uncovered. Thermal insulation properties will have no adverse impact on the RO piping system. Pipe covering installed by the vendor shall cover the existing labeling on the RO piping. Re-labeling the covering on each run in a similar manner as the existing labeling is required. For Quotation purposes, the vendor is to assume installation of RO covering includes at minimum: 4,000 feet of 1/2 inch thick pipe insulation, 500 90-degree elbows; 100 feet of 3/4 inch pipe insulation, 20 90-degree elbows; 30 feet of 1-1/4 inch pipe insulation; 100 feet of 1-1/2 inch pipe insulation. Evaluation Factors: Offerors will be evaluated on their ability to meet the required technical specifications described in this solicitation and on best value in relation to pricing. Quotations are to be sent electronically to hunter.tjugum@nih.gov prior to the closing date and time specified in this RFQ. Davis-Bacon Act certified payroll wages are in effect for this procurement. Quotations submitted must comply with safety standards and fire protection codes required by Section 1204 of the International Mechanical Code (IMC). The contractor will be expected to gain access onsite to mechanical spaces through the Facility Manager per the required work. Please note that an organized site visit will be conducted with interested vendors prior to the closing date for accepting quotations. The site visit will allow vendors the opportunity to physically access the infrastructure that is required to install pipe covering. Vendors that are interested in attending the site visit are invited to meet in Building #49, main lobby, at the NIH Campus, located at 49 Convent Drive; Bethesda, MD 20814. Site visit will be held on Thursday, December 6, 2012 promptly at 10:00 - 11:30 AM, EST. Please notify the Point-of-Contact in this solicitation with the number of people that will attend the site visit from your company, no later than December 5, 2012 at 5:00 PM EST. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. The Clause at 52.222-6 Davis-Bacon Act applies to this solicitation. In order to be considered for award, the offeror must have completed the electronic annual Representations and Certifications requirement in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that prospective awardees shall be registered in the federal System of Award Management (SAM), located at https://www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
