Description
The VA Medical Center, Salem, Virginia is seeking the services of a professional Architectural/Engineering (A/E) firm to provide services to develop solicitation documents for a future procurement for Project No. 658-314, EXPAND/RENOVATE EMERGENCY DEPARTMENT (A/E). Services shall include the evaluation the options for construction of approximately 4,000 square feet of additional space coupled with renovation of existing Emergency Department including all aspects of sitework, structural, mechanical, electrical, plumbing, life safety, fire safety and other necessary components to provide fully functional and efficient Emergency Department Space to ensure the Medical Center remains capable of providing immediate and efficient emergency care to our veteran population. After expansion/renovation options are developed, the A/E shall work in conjunction with VAMC Staff and interested Agencies to determine the best options, then design and prepare construction documents for the architectural, civil, mechanical, plumbing, electrical, and other applicable components of this Project. The design shall include at least three viable options for configuration/reconfiguration of the Emergency Department space. If the overall desired condition is not achievable within the Project budget, the design shall allow for a future contract which would achieve the desired condition. Services shall also include cost estimates for construction, design and construction period services, site visits, and attendance at pre-bid and pre-construction conferences. In order to be considered for selection the firm must have specific experience in projects related health care facilities design and renovation. This procurement is 100% set-aside to service-disabled, veteran-owned small business (SDVOSB). To be considered, the firm must be verifiable in the Center for Veterans Enterprise (VetBiz) website as either a verified SDVOSB or undergoing re-verification as an SDVOSB at the time of submission of the SF 330. NOTE: Offerors are referred to VAAR Clause 852.219-10. Special attention should be paid to paragraph (c)(1). "Services (except construction) at least 50 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business concerns". Interested firms shall submit one hard copy and one CD of their SF330 to the attention of Ms. Teresa K. Holley (246/90C2), VA Medical Center, 1970 Roanoke, VA 24153 by 4:00 p.m. (local time), Thursday, December 27, 2012. Faxed copies of the SF 330 are not acceptable. The A/E firm must address the following areas in their submission. They are listed in no particular order of importance. (1) Team proposed for this project (2) Proposed Management Plan (design phase and construction phase) (3) Previous experience of proposed team specific to design/renovation of medical care facilities); (4) location and facilities of working offices (5) proposed design approach for this project; (6) Project control (schedule, costs and person(s) responsible); (7) Estimating effectiveness (8) Sustainable design (9) experience and capabilities in CADD and other computer applications, environmental & historic preservation considerations, energy conservation and new energy resources, and CPM and fast track construction; and (10) Insurance and litigation. The NAICS applicable to this procurement is 541310, Architectural Services, with a small business size standard of $14M.
