- Statement of Work - Termite Tenting Project This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is a total small business set-aside. Only quotes received from small businesses will be accepted by the Government. Any quotes submitted by a contractor that is not a small business will not be accepted. The Government intends to issue a Firm Fixed Price award based on the PWS. Note: After the closing time and date noted above, the Government will immediately begin review and evaluation; therefore, contractor submissions or information requests received after the solicitation is closed will not be considered. Contractors who respond to this notice acknowledge and agree to all of the instructions and procedures described above. Contractors are reminded not to include assumptions, caveats, or exceptions within any part of the submission. Submit the information requested by the notice as per instruction. Inclusion of assumptions, caveats, or exceptions to the requirement of any kind may result in the proposal not being considered. Evaluation Criteria and Quote Submittal Instructions An award will be made based on the lowest price technically acceptable quote. The Government anticipates an award based on initial quotes received; therefore, contractors are cautioned to submit their best price and technical quote up front. The evaluation criteria for all written submission shall be broken into two separate documents consisting of: Volume 1 - Technical Quote and Volume 2 - Price Quote. Volume I - Technical Quote Technical Quotes will be evaluated on the basis of the following technical factor: Developing a termite fumigation plan based on how the requirements will be met in accordance with the performance work statement. Volume II - Price Proposal The firm-fixed price shall be based on the mix of labor categories and level of effort required to perform the services described in the PWS. The firm-fixed price of the order should also include other direct charges related to performance of the services ordered. The contractor shall submit the price proposal using a format similar to the "Sample Price Quotation Spreadsheet." Quoters may recreate the sample format in a Microsoft Excel spreadsheet but shall include all required data. Quoters shall submit a breakdown of the labor mix and hours which form the basis of the firm fixed price. At a minimum, the breakdown shall list each specific labor category by title, the number of hours quoted, hourly rate, and amounts used to arrive at the total fixed price. Additionally, the contractor shall provide a price summary sheet with all totals (See Sample). "Sample Price Quotation Spreadsheet". Labor/Product Hours/Unit Rate/Cost Amount Labor Category A Labor Category B Total Total Firm Fixed Price GRAND TOTAL SCOPE OF WORK: The Contractor shall verify all dimensions and existing conditions before commencement of work. The Contractor shall conduct the following works: The contractor will cover (tent) the entire structure with large tarps. The tarps will be secured along the foundation and related areas with long "sand snakes". The government shall prepare the interior by ensuring the removal of all consumable items (food products) as well as plants and that no people are present. The contractor shall ensure that all hoses, chloropicrin trays and Vikane gas monitoring devices be setup inside of the facility. The contractor shall place fans and open interior doors and drawers to enhance the circulation of the Vikane gas fumigant. The government shall be present to secure the facility by locking all exterior doors and installing secondary locks on all entryways and warning signs provided by the contractor. Once the structure has been properly sealed and the interior prepared, the Vikane fumigant will be introduced into the structure. The fumigant is contained in the structure for a predetermined amount of time, identified by the contractor. The contractor shall monitor the gas concentration hourly. After the proper exposure period of the Vikane fumigant, the contractor shall open the tarp seams, the government shall be present to unlock all exterior doors and remove any secondary locks placed on entryways and the contractor shall begin aeration (airing out) the structure by turning on specially placed fans and opening specific areas of the tarps designed for airing out the structure. Once the aeration fans have been on for the required amount of time, the contractor shall remove the tarps from the structure. During the removal of the tarps and equipment, the contractor shall open all the windows and doors in the structure and use fans to continue aeration. Once the proper amount of aeration time has elapsed, the contractor shall take air samples from the interior spaces of the structure with equipment specifically designed to detect the presence of the Vikane gas fumigant. After it is determined that it is safe to return to the structure, the contractor shall place a Re-Entry Notice on the front door. This notice will indicate the date and time that the structure was certified safe to re-enter. The contractor is responsible for providing the necessary materials, tools and equipment for this project. LOCATION: The job site is located at Sidney M. Aronovitz U.S. Federal Courthouse and Federal Building, located at 301 Simonton Street, Key West, FL. The exact location will be indicated by the plans and/or concurred with the Contracting Officer or representative. TERM OF CONTRACT: The Contractor shall begin performance under this project one (1) calendar day after and complete the entire work within 3 calendar days after receipt of the Notice to Proceed. APPLICABLE PUBLICATIONS: Unless otherwise specified, all work shall conform to the standards described below: 1. Manufacturer's instructions and manuals 2. NFPA 70 (National Electrical Code) 3. Local and State Building Codes 4. Add applicable codes based on the type of work under contract. The performance standards not specified herein shall be subject to approval of the Contracting Officer. Offerors are expected to satisfy themselves as to the general and local conditions that may affect the cost of the performance of the work to the extent that such information is reasonably obtainable. It is considered impractical to determine, without inspection, the exact nature of the work and site conditions under which the work is to be performed.
