Description
This is a notice, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Mental Health (NIMH) intends to negotiate and award sole source purchase order to University College London, Research Administration Finance Division, Gower Street, London WC1E 6BT, England for Tuition payment for 6 students. The NIH/NIMH Intramural Research Program (IRP) will provide mentoring of pre-doctoral students enrolled at UCL Doctoral Training Program in Neuroscience through designated members of its research staff, as well as laboratory facilities. The NIH/NIMH IRP will also provide professional and career development opportunities for pre-doctoral students through programs offered by the Office of Intramural Training & Education (OITE), the Graduate Partnership Program (GPP), and the NIMH Training Office. The UCL Doctoral Training Programs in Neuroscience will provide didactic training and academic support including the awarding of doctoral degrees to candidates who have successfully completed the requirements specified by the University and its facilities. This relationship will link together two groups of investigators located on geographically separate campuses for the advancement of knowledge and research in the discipline of Neuroscience. The period of performance is for 12 months. University College London, NIMH and the Intramural Research Program (IRP) of the National Institute of Health (NIH) have a shared interest in scientific progress in the field of Neuroscience as well as in the training of the next generation of outstanding investigators that will advance in the field in the interest of national health. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and falls under FAR 6.302-1. This notice of intent is not a request for competitive proposals. Interested parties may identify their and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
