DESCRIPTION THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation, but market research to determine potential 8(a) small businesses to provide support to the Drug Enforcement Administration’s (DEA) digital forensic program in both reducing DEA Digital Evidence Laboratory backlogs as well as ongoing case support. Interested vendors are asked to provide a corporate capabilities statement and a representative sample of same or similar work conducted in an ASCLD/LAB accredited law enforcement environment in the past three years with the following information: Customer Name, Point of Contact, Contract Number, Contract Value, Project Title, Labor Categories and Duties. Personnel security access for this potential contract is at the SECRET level. All communication regarding this posting shall be in writing and be received by 12 p.m. Eastern Time on Wednesday, December 5, 2012. This sources sought synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. REQUIREMENTS The contractor shall perform several tasks related to DEA’s Digital Evidence Laboratory, which operates in a closed network requiring ongoing maintenance and support. The intended scope of the contract is to supplement DEA’s established digital forensic program. All forensic work will be conducted in an ASCLD/LAB accredited law enforcement environment. The DEA requires the services of several labor categories, which include Computer Forensic Examiner, SAN / VMware Administrator, Database Specialist / Administrator and Computer Forensic Technician to administer the SAN and Virtual Machine (“VM”) environment, recommend and implement upgrades, and provide support for its users. The DEA may also require administrative services by a clerk. See below for duties and experience of each labor category. Computer Forensic Examiners - conduct full forensic analysis on digital evidence in support of law enforcement activities. Skills include: imaging, archiving, conducting computer forensic examinations, documentation (notes), and report writing. Travel time outside of the Washington, DC area consists of < 25%. Experience in all forms of digital evidence to include Windows based computers, Linux, Macintosh, tablets, phones, and digital video recorders (DVRs) to conduct forensic analysis. SAN / VMware View Administrator - maintenance and upgrade of all IT infrastructure supporting the laboratory. Skills needed to effectively complete this task include the following: SAN administration (EMC), VMware View administration, Active Directory, CISCO switching, routing and firewalls, security, and Windows Clustering. Database Specialist / Administrator - pull data out of common and proprietary databases and migrate the data to common desktop office applications. Minimum experience in databases includes Access, MS SQL Server, MySQL, Advantage, QS1, and Visual FoxPro. Data would be presented in the form of flat files, system backups, and database backups. The data from these databases would have to be converted and presented through the use of Excel and Access. Computer Forensic Technician - minimal training in the forensic process and evidence handling. Skills needed for this position include: Duplication of hard drives with Windows and Linux tools, documentation (notes), report writing, understanding of computer hardware (A+), running scripts and reviewing results. Clerk - administrative support services including: filing, typing (non-technical), and book keeping. PLACE OF PERFORMANCE All work will be completed at DEA facilities or at designated locations in the Washington, DC metropolitan area.
