- Request for Proposals TIRNO-12-R-00035, 'Leading Corporate Change and Transition Course' The Internal Revenue Service (IRS) requires a training course to increase the bureau's capacity to assess the outcomes of proposed changes, build organizational support, develop plans to manage the transitions and assess the effectiveness of both the transition and the change. The course entitled, "Leading Strategic Corporate Change and Transition", is a critical piece of the IRS leadership curriculum for experienced Senior Managers and is designed to encourage best practice leadership behaviors. We believe this course is equally vital for all Senior Managers across the Treasury Bureaus, as well as our partners in other Federal agencies. All of our Treasury Bureaus and agency partners experience continuous change - some of it minor, but much of it significant. A significant risk of any major change is the failure to manage the transition from ‘what is' to ‘what will be'. While Change Management is an important competency for workers at all levels throughout Treasury and the Federal Government, it is especially critical for the top leaders (experienced Senior Managers and Executive Readiness Program** participants) of these organizations. Successful leaders demonstrate both the ability to envision, market and implement changes and the ability to assume ownership and implement changes designed by others. Their role may vary depending on the magnitude of the change, but one thing will remain constant - their ability to lead the change has the potential to make or break the change. The Contractor shall deliver an already developed experiential learning** course, "Leading Strategic Corporate Change and Transition", to experienced IRS (as well as other Bureaus/Agencies') Senior Managers and Executive Readiness Program** participants, when needed by the IRS. The course must meet all of the requirements and specifications herein. The IRS intends to award a performance-based, Indefinite Delivery/Indefinite Quantity contract to cover the delivery of (a) the course, (b) course materials, (c) tools and resources, (d) instruction, (e) travel and lodging for Instructors and other designated Contractor Key Personnel and (f) other deliverables as described. The aforementioned deliverables (services) will be ordered via individual Delivery Orders against the contract. The IRS estimates a maximum of four (4)) courses in the Base Year and a maximum of four (4) courses for each Option Year.
