- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive boulevard, EPS, Suite 600, Room 6069, Rockville, MD 20852, UNITED STATES Description The National Cancer Institute (NCI), Experimental Immunology Branch Flow Cytometry Facility plans to procure on a sole source basis the services of Becton Dickinson Biosciences, 2350 Qume Drive, San Jose, CA 95131-1807 to provide a maintenance services contract for Government-owned instrumentation listed here: a) FACSARIA II Special Order 6-Laser System, SN P69500128 b) Laser Component of SN P69500128, Sapphire 488-50 Blue Laser SN 5363 c) Laser Component of SN P69500128, 640-40 Red Laser SN 5364 d) Laser Component of SN P69500128, 594-200 Yellow Laser SN 5369 e) Laser Component of SN P69500128, 405-100 Violet Laser SN 5368 f) Laser Component of SN P69500128, UV 100mW Laser, SN 5370 g) Laser Component of SN P69500128, 561-100 Lt Grn Laser, SN 5371 This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 811219, and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be from December 30, 2013 to November 30, 2013. The instruments to be serviced are located at the National Institute of Health (NIH) National Cancer Institute's (NCI) Bldg. 10, Bethesda, MD 20892. The Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. The Contractor shall perform two (2) preventive maintenance inspections during the contract year. All services shall be performed by technically qualified factory trained personnel. All maintenance service shall be performed in accordance with the manufacturer's standard commercial maintenance practices. Emergency repair services shall be provided by the Contractor on an unlimited basis during the term of the contract. Contractor shall guarantee an on-site response time of 48 hours or less from the time the service call is placed. Parts shall be new or remanufactured to original equipment specifications. Becton Dickinson (BD) Biosciences designed and fabricated the instruments requiring maintenance. BD Biosciences is the only known organization with the spare parts and engineering expertise necessary to fulfill this service contract. BD Biosciences has many manufacturer-trained service representatives in the immediate area to meet required response times. BD Biosciences maintains a full inventory of parts in its warehouse that can arrive on-site by the following morning to replace items and return equipment to service immediately. The instruments are uniquely designed for the NCI/EIB, and the manufacturer (BD Biosciences) is the only vendor familiar with their service requirements. In addition, BD Bioscience is the only company qualified to provide software and hardware upgrades to these instruments identified above. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on December 12, 2012. No electronic capability statements will be accepted (i.e. email or FAX), and original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. All questions must be in writing and can be faxed (301- 402-4513) or emailed to Debbie Brock, Contract Specialist at Deborah.Brock@nih.gov. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must have valid registration and certification in The System for Award Management (SAM) at http://www.sam.gov. Within SAM, access and complete the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
