Description
ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: - The Wilmington Veterans Affairs Medical Center (WVAMC) is seeking Service Disabled Veteran Owned Small Businesses (SDVOSB) Architect and Engineer (A&E) firms for an Indefinite Delivery/Indefinite Quantity (IDIQ) Design Contract for the Department of Veterans Affairs, Wilmington VA Medical Center located in Wilmington, Delaware. The IDIQ design contract may be used for a wide range of design services. Primarily the contracts will be used to design new commercial/industrial type facilities and to design renovations of existing facilities. This work may include general renovation of medical center space to include but not be limited to: Architectural: changes in floor layouts for healthcare or administrative functions including configuration of walls, ceilings, floors, finishes, masonry, doors, frames, and hardware. Design to accommodate VA prescribed ADA requirements, upgrade finishes, conversion of space function, roof replacement, etc. Pluming: storm sewer, sanitary sewer, hot and cold water distribution, hot water generation, medical gases and vacuum, boiler plant operations, steam distribution, condensate piping, condensate return system, natural gas piping, compressed air, fire protection, etc. Heating, ventilating, air conditioning (HVAC): to include package units, variable air and constant air volume terminals with reheat, variable frequency drive air handlers, digital controls, 2-pipe fan coil units, exhaust systems, water and air-cooled chillers, computer rooms, surgical suites, etc. Electrical: primary and secondary electrical distribution system, generators, automatic transfer switches, lighting, lighting controls, lightning protection, central fire and security alarms, audio paging systems, duress systems, closed circuit tv systems, phone and data cabling, etc. Other: Structural engineering services, asbestos abatement, vertical transportation, civil engineering, etc.. The resultant contract shall be established for one (1) year with four (4) option years. A single delivery order will not exceed $550,000. Total value of all delivery orders under a single contract will not exceed $2 Million per year. Total value of the contract shall not exceed $10,000,000. Six contracts will be awarded. Task Orders for this contract will be issued out of the Wilmington VA Medical Center Contracting Office, Annex Building, Wilmington, Delaware. Projects will be for the Wilmington VA Medical Center only. The Architect and Engineer selection process will be in two phases. Phase I of the evaluation process will result in a narrowing of offerors to a maximum of 10 firms by reviewing all submitted compliant Standard Form 330s, ARCHITECT - ENGINEER QUALIFICATIONS and utilizing evaluation factors that include: I- Design Team Proposed For This Project; II- Proposed Management Plan; III- Previous Experience Of Proposed Team; IV - Location And Facilities Of Working Offices; V- Proposed Design Approach; See attached A/E INTERVIEW SCORE SHEET. Phase II shall consist of an interview and presentation by firms selected to advance from Phase I. Phase II of the evaluation process will result in a narrowing of the ten firms from phase one to six firms (6) firms based on evaluation factors that include I- Design Team Proposed For This Project; II- Proposed Management Plan; III- Previous Experience Of Proposed Team; IV - Location And Facilities Of Working Offices; V- Proposed Design Approach; VI- Project Control; VII- Estimating Effectiveness; VIII- Miscellaneous Experience & Capabilities; IX-Awards; X - Insurance and Litigation; See attached A/E INTERVIEW SCORE SHEET. Phase II interview date and times will be determined after completion of Phase I. The Architect and Engineer firms advancing to Phase II shall be notified of the date and time of their interview and presentation. A post award meting shall be held and attended by the six firms advancing out of Phase II. Task order rotation will be explained at this meeting. The North American Industry Classification System (NAICS) code for this work is 541310. The small business standard is 7 million dollars. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at. https://www.sam.gov/portal/public/SAM/ Ensure your registration is correct, current and has not expired. To be considered for award all prospective contractors must be in compliance with VAAR 819.7003 and be registered in VetBiz at www.vetbiz.gov, on the date and time proposals are due. SF 330 package submissions shall indicate "FOR OFFICIAL USE ONLY". The package shall be clearly marked "STANDARD FORM 330 ARCHITECT - ENGINEER QUALIFICATIONS FOR - RFP VA-244-12-R-0251, RENOVATE FNS (Attention: Mike White)".Interested vendors shall submit one (1) original and three (3) copies of STANDARD FORM 330 ARCHITECT - ENGINEER QUALIFICATIONS and one (1) CD copy of the same. SF330 packages may be mailed to: WILMINGTON VETERAN AFFAIRS MEDICAL CENTER ATTN: MIKE WHITE - ANNEX BUILDING, ROOM 113 1601 KIRKWOOD HIGHWAY WILMINGTON, DE 19805. SF330 packages may be hand delivered to: DEPARTMENT OF VETERAN AFFAIRS ATTN: MIKE WHITE, ROOM 113 20 MONTCHANIN ROAD WILMINGTON, DE 19807 Packages must be received by the WVAMC by mail or hand carried no later than 4:00 PM Eastern Standard Time on JANUARY 14, 2013.
