- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Media Barn, Inc., 2200 Clarendon Blvd, Suite 1200, Arlington, VA 22201-3331, to provide a continuation of services to the NHLBI Office of Communications, in the completion of two critical Web content strategy projects. This is a Follow-On Requirement. The sole source determination is based on the fact that the National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Heart, Lung, and Blood Institute (NHLBI) Office of Communications provides a comprehensive, integrated, and technology-supported communications capability for all matters relating to the communication of the Institute's vision, Strategic Plan, and mission oriented program activities and accomplishments to internal and external audience; initiates, develops, and implements a dynamic, proactive, audience-centric communications program; mission-oriented; involves multiple groups on a national and international level and leverages the communications resources of local, national, and international sources, including interest groups; evaluates the effectiveness of communications activities; and coordinates and integrates activities of the Public Affairs and the Health Campaigns & Consumer Services Branches. This project supports the continued implementation of the National Heart, Lung, and Blood Institute's (NHLBI's) digital strategy, which covers over 10,000 pages of digital content across hundreds of web sites that include NHLBI's core web site and all of the campaigns and various micro websites. Media Barn, Inc. and the NHLBI have collaborated for almost 2 years on the Web content strategy projects. During this timeframe, Media Barn has provided user interface design services to develop a new content structure and new page level interfaces that support the future of NHLBI's digital communications strategy. In order to complete the project within the required timeline, and in conformance with NHLBI specifications, it is essential for Media Barn to complete the current and future state analysis and wire framing of the clinical trials awareness/education content, as well as the user interface design for intramural research content strategy. Media Barn has a deep knowledge base and understanding of the NHLBI's mission, how the digital strategy supports the Institute's mission and the Office of Communications' multi-phased, multi-platform approach for implementing the digital strategy. In addition, they have invested time to establish the foundation of this project and to acquire the level of expertise required to support the NHLBI's specific needs. During the course of the work with the NHLBI, Media Barn has developed a detailed understanding of the breadth and complexity of the content of the Institute's Web pages. Media Barn has an understanding of the NHLBI's desired future content and page structures and the relationships between the NHLBI's content, audience needs, and business requirements. This in-depth understanding is a skill that is not readily available from other sources in the general marketplace. Moreover, retraining a new contractor to the level of the proposed contractor's abilities would require the project team to halt its work for a considerable amount of time and then start over with implementation of the project. This will result in the loss of more than a year's work and time spent in building the proposed contractor's knowledge and expertise, as well as the progress made to date on the project. In addition, it would not be possible for a new contractor to complete the project deliverables within the required timeline, which is critical to maintain, as it would cause a significant delay and interruption in the project. Only by retaining the services of the proposed contractor, Media Barn, can the NHLBI avoid timely and costly delays in the completion of the two critical Web content strategy projects. Contractor Requirements : The scope of the project includes, but is not limited to: 1. Complete a Web content analysis for the NHLBI's intramural research content; 2. Conduct a Web content analysis of clinical trials communications and education to patients and health professionals; 3. Provide user interface design services in support of future clinical trial communications strategy; 4. Develop Web concept mock ups and user interface wireframes for the NHLBI's Division of Intramural Research content; 5. Develop Web concept mock ups and user interface wireframes for clinical trials; and 6. Serve as the content strategy liaison for the NHLBI Office of Communications with NHLBI cross-functional teams to provide NHLBI-specific, as well as industry-wide expertise related to Web content analysis and its relationship to user experience to support the implementation of the Institute's digital strategy. The estimated level of effort for this requirement is not expected to exceed 700 hours during the period of performance, beginning from the date of award and for approximately six (6) months, for an average of 24 hours per week. The total estimated amount of this purchase order is NOT expected to exceed the simplified acquisition threshold of $150,000.00. The intended procurement will be classified under North American Industry Classification System (NAICS) Code 541512, Computer Systems Design Services, with a size standard of $25.5 million. The resultant acquisition will be conducted in accordance with FAR Part 13, Simplified Acquisition procedures; therefore, the requirements of FAR Part 6 B Competition Requirements are not applicable (FAR Part 6.001), and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-62 (November 20, 2012). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis by December 4, 2012, 8:00 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
