- The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center, located at 260 Industrial Way West, Eatontown, NJ, intends to enter into a 12-month firm-fixed price contract with one (1) 12-month option period on the basis of other than full and open competition to acquire Open Source Electronic Health Record Agent (OSEHRA) custodial agent support for the Electronic Health Record (EHR) open source software development community and specifically for VA as a participant in that community. In accordance with 41 U.S.C. 253(c)(3) and Federal Acquisition Regulation (FAR) 6.302-3 ("when it is necessary to establish or maintain an essential capability for engineering or development work calling for the practical application of investigative findings and theories of a scientific or technical nature"), this acquisition will be conducted on a sole source basis to OSEHRA, Inc., 900 North Glebe Road, Arlington, Virginia 22203-1822. OSEHRA is the not-for-profit corporation Custodial Agent created under a previous contract between the VA and The Applications Informatics Group to facilitate participation and software code contribution in an Electronic Health Record (EHR) open source software development community. Under this proposed procurement, OSEHRA will provide continued software development, software engineering, and software certification support to VA in their participation in the EHR open source community projects. Specifically, VA requires establishment of a separate repository for Gold Disk (VistA) code to ensure a common software baseline compared to the 133 instances of VistA currently operating at VA facilities across the enterprise. The VistA Gold Disk effort also includes the establishment of a software testing platform, development of standards supporting open source development for VA and documentation of open source community outreach planning to attract additional members and stimulate software code contributions for additional innovation and technology enhancement projects. The applicable North American Industrial Classification Code for this acquisition is 541512 reflecting a corresponding small business size standard of $25M per year average annual revenue. Subcontracting opportunities are planned for this acquisition. This notification shall close on Monday, December 3, 2012.
