- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W58RGZ-13-T-0105 is being issued as a request for proposal (RFP). All responsible sources may submit an offer, which shall be considered by the Agency. This requirement is sole source to VTOL, LLC, 170 Browns Hill Road, Suite 1, Locust, NC 28097. The resulting award will be issued as a Purchase Order. The period of performance will be thirty (30) days from date of contract award. The resulting order will be issued as required, using commercial item procedures under FAR Part 12. CLIN 0001AA will be issued for three thousand (3,000) each of P/N VTOL-KBF-AW-002, Multilayered Protective Laminate Kits. The place of delivery, acceptance, and FOB point is Origin, with Ship-To Science & Engineerings Services, 4015 Pulaski Pike NW, Huntsville, AL 35810. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation - Commercial items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In the event there are multiple responses, award will be based on lowest price technically acceptable. Clause 52.212-3, Offeror Representations and Certifications - Commercial items, OFFERORS MUST INCLUDE A COMPLETED COPY WITH THE OFFER; Clause 52.212-4, Contract Term and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, are applicable to this acquisition. Offer is due not later than 4PM, CST, 11 December 2012 in the contracting office, Building 6726 Odyssey Drive, Room 108B, Huntsvile, Alabama, 35806. Quotes/offers received after the specified due date and time will not be considered for award.
