Description
This is a market survey for janitorial services at the Federal Aviation Administration's (FAA) new Air Traffic Control Tower (ATCT) and Base Building at the Oakland International Airport located in Oakland, CA. This facility was constructed with the goal of achieving LEED Gold Certification. All janitorial services will conform to the strictest LEED requirements. The contractor must have as a member of their permanent management staff a "full time" employee who is LEED Certified as an "Accredited Professional (AP)" in the area of "Operations and Maintenance." The LEED Certified AP must be directly responsible to any resulting contract and be available and responsive to the FAA's questions and concerns at all times. Interested janitorial firms must have at least 3-years experience in janitorial services with at least 1-year experience with a LEED certified facility. Experience must include service to other government agencies or large size companies. The interested firm must have an office within a 50-mile radius of the facility. This office must be maintained during the entire life of the contract. Map Quest will be the site used to determine the distance. No Post Office Box address will be accepted. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. The purpose of this market survey is to solicit statements of interest and capabilities from firms capable of providing the services described in the attached Statement of Work (SOW). This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside this requirement for 8(a) certified firms, service-disabled veteran-owned small businesses or other small businesses. Interested janitorial firms must submit following item: 1) Cover letter (on company letterhead) expressing interest and brief experience statement 2) Completed Business Declaration Form (see attached) 3) Copy of current and active SBA 8(a) Certification (if you claim to be an 8(a) contractor) 4) Copy of current LEED Certified AP's certification All responses to this market survey must be received no later than 1:00 PM PDT, on December 21, 2012. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
